About this opportunity

The California Department of Transportation (Caltrans) is soliciting proposals for a Small Business Minor B contract (Contract No. 11A4125) to repair a 2-inch irrigation waterline along Route 163 north of Genesee Avenue in San Diego County. The project involves multiple critical infrastructure tasks, including installing plastic pipes, riser sprinkler assemblies, and evaluating existing irrigation facilities. Deliverables include a comprehensive lead compliance plan, construction area signs, traffic control system implementation, and a water pollution control program. The procurement requires precise technical specifications, with work to be completed within 20 working days of contract award. Key submission details include an electronic bid proposal due on March 26, 2025, with bids to be submitted via email to stacey.toles@dot.ca.gov. Bidders must carefully adhere to all requirements, including a strict bid limit of $461,000, and must prepare for potential payment bonds and insurance requirements if selected as the low bidder.

The contract is specifically designated for certified Small Businesses, with contractors required to hold either a Class A or appropriate Class C license. While no mandatory Disabled Veteran Business Enterprise (DVBE) participation goal exists, Caltrans encourages DVBE involvement in the project. The estimated project value is approximately $76,000, with potential contractors subject to comprehensive evaluation criteria including technical competence, compliance with California civil rights laws, and adherence to 2024 Standard Specifications and Standard Plans. Bidders must submit multiple mandatory forms, including a Subcontractor List and Certified DVBE Summary, and comply with Buy America provisions. The procurement includes specific restrictions on lane closures during special events and holidays, and successful bidders may face consequences for non-execution, including potential damages up to 10% of the bid amount and future project ineligibility. Contractors must demonstrate technical proficiency, administrative completeness, and ability to meet the precise infrastructure repair specifications outlined in the solicitation documents.
