About this opportunity

The California Department of Transportation (Caltrans) is soliciting sealed price quotes for a Small Business Minor B construction contract to install intersection safety lighting on State Highway Route 104 in Amador County near Ione, approximately 0.2 miles west of Mule Creek Bridge at post mile R4.3 (Contract No. 10A2880). The work encompasses eight line items including lead compliance planning, construction area signage, traffic control systems, portable changeable message signs, job site management, water pollution control programs, temporary concrete washout facilities, and lighting system installation, all bid on a lump sum basis. Prospective bidders must be certified Small Businesses at the time of quote submission and must hold either a Class A or applicable Class C contractor license from the California Contractors State License Board. The estimated project cost is $192,000.00, with work to be completed within 17 working days. Price quotes must be submitted by email only to Justina.Binsfeld@dot.ca.gov by 2:15 p.m. on February 11, 2026, with the contract number in the subject line. Any bid exceeding $461,000.00 will be rejected per Public Contract Code Section 10105(b). The Department will award the contract to the lowest responsible bidder whose quote complies with all requirements within 30 days of the quote opening date, and no pre-bid meeting is scheduled.

This procurement is restricted to certified Small Businesses, with no pre-set Disabled Veteran Business Enterprise (DVBE) contract goal, though the Department encourages DVBE participation. Bidders must submit numerous mandatory certifications and forms, including Small Business Status documentation, Subcontractor Lists, Contract Requirements forms, California Civil Rights Laws Certification, Darfur Contracting Act Certification, and In-Use Off-Road Diesel-Fueled Vehicle Lists. A payment bond equal to at least 100 percent of the total bid is required if the bid exceeds $25,000; performance bonds are not required. At the time of award, the successful bidder must provide a Payment Bond (ADM-2009), Certificate of Insurance, Postconsumer-Content Certification, and Payee Data Record (STD 204). The contract is subject to California prevailing wage requirements, nondiscrimination provisions, environmental health hazard indemnification, and mandatory organic waste recycling compliance. Failure to submit required documents or omit mandatory information may result in a nonresponsive bid rejection, and failure to execute the contract within the required time may result in liability for actual damages or 10 percent of the bid amount, whichever is less.
