About this opportunity
The California Department of Transportation (Caltrans) is seeking a Small Business contractor to replace existing signal heads with new standard units at various locations on Routes 33, 99, 108, and 132 in Stanislaus County. The project involves eight primary work components, including lead compliance planning, construction area signs, traffic control systems, portable changeable message signs, job site management, water pollution control programs, maintenance of existing traffic management system elements, and modification of signal and lighting systems. Quotes are due by January 22, 2026, at 2:15 p.m., to be submitted via email to Justina.Binsfeld@dot.ca.gov. The total project work must be completed within 25 working days, with a project start date no later than October 15, 2026. Contractors must submit a comprehensive bid proposal including unit prices for each work component, with the estimated project cost at $267,000.00. A mandatory preconstruction meeting is required at least 21 days prior to job site activities, and the contract will be awarded to the lowest responsible bidder whose quote fully complies with all specified requirements.
The procurement is specifically designated for Small Business contractors, with bidders required to be certified as a Small Business at the time of quote submission and contract award. While the Department establishes no Disabled Veteran Business Enterprise (DVBE) contract goal, they encourage DVBE participation. The prime contractor must hold either a Class A or applicable Class C license and cannot submit a bid exceeding $461,000.00, as per Public Contract Code Section 10105(b). A payment bond equal to at least 100 percent of the total bid is required for contracts over $25,000, and contractors must comply with specific railroad requirements, including executing contractor endorsements and paying administrative fees to Union Pacific Railroad ($2,200) and California Northern Railroad ($1,750), which will be reimbursed by the Department. Approximately 25 days of railroad flagging services are anticipated at a rate of $1,600 per day. The project involves coordination with railroad entities and will require integration with existing traffic management system elements.
