The California Department of Transportation (Caltrans) is seeking a small business contractor to replace highway advisory radio (HAR) systems, traffic monitoring stations, and microwave vehicle detection systems across Alameda, Merced, and San Joaquin Counties. The project involves modifying existing infrastructure on Routes 5, 132, and 580, including re-establishing disconnected services, replacing equipment and detection loops, and installing new Wavetronix microwave vehicle detection system units. Key deliverables include ten specific line items such as lead compliance planning, construction area signage, traffic control systems, portable changeable message signs, job site management, and water pollution control programs. Contractors must submit bids via email to tammy.p.tran@dot.ca.gov by January 20, 2026, at 2:15 p.m., with a strict maximum bid limit of $461,000.00. The contract requires completion within 20 working days, with work to commence before October 15, 2026, and the Department will award to the lowest responsible bidder within 30 days after bid opening.

Payment bonds equal to at least 100 percent of the total bid are required for bids exceeding $25,000, and contractors must provide standard business documentation including contractor's license information, federal identification numbers, and Department of Industrial Relations registration numbers. Prevailing wage requirements may apply, and all required submittals must be complete to avoid potential bid disqualification.
