About this opportunity

The California Department of Transportation (Caltrans) is procuring services through an Invitation for Price Quote (IFPQ) for the South Census Stations Replacements Minor B project in Kern County on State Routes 14, 127, 168, and 395 (Contract No. 09A1104, Project ID 0925000050). The procuring agency is Caltrans, with work locations in Kern County and Kernville CDP. The scope of work involves replacing census station loops and photovoltaic assemblies at four locations across the specified state routes, including nine line items such as temporary traffic control systems, portable changeable message signs, job site management, water pollution control programs, temporary concrete washout facilities, traffic monitoring station system modifications, lead compliance planning, stationary impact attenuator vehicles (8 days), and construction area signs. All work must be completed within 15 working days. Bidders must be certified as Small Businesses under section 2-1.05 at the time of quote submission and contract award, possess a valid State Contractor's License Board license, and provide federal identification numbers or social security numbers. Price quotes must be submitted by email only to Justina.Binsfeld@dot.ca.gov by 2:15 p.m. on February 17, 2026, with the contract number included in the subject line. No pre-bid meeting is scheduled. Award will be made to the lowest responsible bidder within 30 days of bid opening.

This procurement is restricted to certified Small Businesses, with no Disadvantaged Veteran Business Enterprise (DVBE) contract goal established, though the Department encourages DVBE participation. Contractors currently in default with Caltrans on existing contracts may have their bids rejected as non-responsive. Any bid exceeding $461,000 will be rejected per Public Contract Code Section 10105(b). The estimated project cost is $331,000.00, with a maximum allowable bid of $461,000. If awarded, the successful contractor must provide a payment bond equal to at least 100 percent of the total bid if the bid exceeds $25,000; no performance bond is required. Prevailing wages are not required for this project as it falls below the $25,000 threshold for public works projects. Contractors must comply with all Buy America requirements for materials, California Civil Rights Laws certifications, environmental health hazard assumptions, organic waste recycling provisions, and Executive Order requirements regarding Russia sanctions and Generative AI technology disclosure. Required submittals include the Price Quote Proposal, Subcontractor List, Contract Requirements form, Small Business Status certification, California Company Preference form, Contractor Certification Clauses, civil rights certifications, in-use off-road diesel-fueled vehicle documentation, and upon contract award, Payment Bond, Certificate of Insurance, Postconsumer-Content Certification, and Payee Data Record forms.
