About this opportunity
The California Department of Transportation (Caltrans) is issuing a Small Business Minor B contract solicitation (08A3998) to modify water heating systems at the Inland Empire Transportation Management Center (IETMC) located in Fontana, San Bernardino County on Interstate 15 at Post Mile 7.6. The primary objective of this procurement is to replace existing water boilers and a domestic water heater that are currently leaking. The work consists of three line items: Job Site Management, Modifying Water Heating Systems, and Water Pollution Control Plan (WPCP), all measured on a lump sum basis. Bidders must hold either a California Class A contractor license or an applicable Class C license and must be certified as a small business under section 2-1.05 at both bid opening and contract award. The work must be completed within 10 working days of contract execution. Proposals are due by email only to Justina.Binsfeld@dot.ca.gov no later than April 27, 2026, at 2:15 p.m. The bid package consists of three project plans with specifications based on the 2025 Edition of Standard Specifications and Standard Plans, which were approved on January 20, 2026. No pre-bid meeting is scheduled for this solicitation. Contractors must submit bids on a unit price basis and must comply with California Civil Rights Laws, Buy America requirements, and prevailing wage standards where applicable.
This procurement is designated exclusively as a Small Business Minor B contract, restricting participation to certified small businesses; however, while the Department establishes no Disabled Veteran Business Enterprise (DVBE) contract goal, DVBE participation is encouraged. The estimated project cost is $307,000, with a mandatory price cap of $484,000 per Public Contract Code Section 10105(b); any bids exceeding this threshold will be rejected. If the total bid exceeds $25,000, a payment bond equal to at least 100 percent of the bid amount will be required at the time of award, though no performance bond is mandated. Contractors selected as the low bidder will also be required to provide proof of insurance at contract award. All required documentation, including subcontractor lists, small business status certification, DVBE summary forms, and contractor certification clauses, must be included with the bid submission. The contract will be awarded to the lowest responsible bidder within 30 days of bid opening.
