About this opportunity
The California Department of Transportation (Caltrans) has issued a Small Business Minor B Contract (No. 07A6240) for a highway infrastructure project in Ventura County, focusing on installing and upgrading signs, striping, and pavement markings on State Routes 23, 33, and 150. The project involves comprehensive roadway improvements, including removing existing roadside signs, furnishing and installing new aluminum signs, applying thermoplastic crosswalk and pavement markings, and deploying a flashing beacon system. Specific deliverables include installing 5 surface-mounted channelizers, implementing a 30-day portable radar speed feedback sign system, removing 310 linear feet of yellow painted traffic stripe, and creating 1,660 square feet of thermoplastic crosswalk and pavement markings. The total estimated project cost is $329,939.00, with a contract duration of 40 working days, and the bid is scheduled to be opened on October 15, 2025. Contractors must submit electronic bids via email to tammy.p.tran@dot.ca.gov and must provide unit pricing for each specified line item.
This procurement is exclusively reserved for Certified Small Businesses, with a strict bid threshold of $461,000.00 and no mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement, though DVBE participation is encouraged. Bidders must possess either a Class A or applicable Class C license and must comply with state nondiscrimination and civil rights regulations. The contract requires successful bidders to provide payment bonds and insurance upon award. While no incumbent vendors are specified, the project demands technical capabilities in highway infrastructure maintenance, traffic control systems, and roadway signage installation. Potential bidders should note that the Department reserves the right to reject bids from contractors currently in default on other Caltrans contracts and may impose damages up to 10% of the bid amount for contract default.
