About this opportunity

The California Department of Transportation (Caltrans) is seeking a certified Small Business contractor to execute the SB Minor B Contract 05A2844 for Microwave Vehicle Detection System (MVDS) and Conductors Replacement across State Highway Route 101 in Santa Barbara and San Luis Obispo Counties. The project involves modifying traffic monitoring station systems, replacing existing microwave vehicle detection assemblies, and installing new equipment at seven different locations. Specific deliverables include installing microwave radar sensors, photovoltaic power supplies, mounting hardware, and associated cables with manufacturer warranties. The project requires a Prime Contractor holding either a Class A or applicable Class C license, with a total estimated project cost of $355,425.00. The solicitation is specifically for unit price quotes, and the project has a compressed timeline of 20 working days, with proposals due on April 17, 2025. Bidders must submit quotes electronically to stacey.toles@dot.ca.gov, with automatic rejection of bids exceeding $461,000.

The contract is exclusively reserved for Certified Small Businesses, with no mandatory Disabled Veteran Business Enterprise (DVBE) participation goal, though DVBE participation is encouraged. Contractors must comply with Buy America requirements and submit various certification documents related to civil rights, waste disposal, and environmental considerations. Payment bonds and insurance will be required for the low bidder upon contract award. Potential disqualifying factors include being in default on existing Caltrans contracts or refusing to execute the contract after being awarded. Bidders must be prepared to demonstrate compliance with lead regulations, traffic control systems, job site management, and water pollution control programs. The project involves detailed electrical system modifications that require technical expertise in transportation infrastructure and sophisticated monitoring technologies. Successful contractors will need to integrate new equipment with existing infrastructure while meeting Caltrans' stringent technical and procedural requirements.
