About this opportunity

The California Department of Transportation (Caltrans) is seeking bids for a Small Business Minor B Contract (SB Minor B 05A2841) focused on a Wrong Way Driver Package involving pavement delineation and signs across Monterey and Santa Cruz Counties. The project will enhance traffic safety by implementing improvements on Routes 17, 1, and 101, specifically targeting wrong way driver and pedestrian enhancement interventions at various freeway off-ramps including Mt. Herman Road, Pasatiempo Drive, Imjin Parkway, Fairview Avenue, Sanborn Road, and San Miguel Canyon Road. Key deliverables include installing and removing pavement markers, roadside signs, thermoplastic traffic stripes, and implementing wet night visibility treatments. The project requires a prime contractor with either a Class A or applicable Class C license and must be completed within 20 working days. Quotes are due on March 24, 2025, and must be submitted via email to stacey.toles@dot.ca.gov, with a strict bid cap of $461,000 and a total estimated project cost of approximately $220,000.

The procurement is specifically restricted to Certified Small Businesses, with no specific Disabled Veteran Business Enterprise (DVBE) contract goal, though DVBE participation is encouraged. Bidders must be certified small businesses at the time of quote submission and will be evaluated based on compliance with all state regulations, including Buy America provisions and environmental stewardship guidelines. The contract will be awarded to the lowest responsible contractor whose quote meets all specified requirements. Payment bonds and insurance will be required at the time of award for the low bidder. Contractors should note that failure to execute contract forms may result in damages and potential disqualification from future Caltrans projects. The project involves comprehensive traffic management elements and infrastructure improvements, with unit price-based quotes required and funding seemingly sourced from state transportation infrastructure budgets.
