About this opportunity
The California Department of Transportation (Caltrans) is seeking a qualified contractor to install two CCTV HM90 camera poles along Route 51 in Sacramento County, with the project located 0.1 mile north of Marconi Avenue and at the Fulton Avenue Overcrossing. This Small Business Minor B contract (No. 03A3970) involves comprehensive camera system infrastructure installation, including technical requirements for Type 2 cameras, communication enclosures, high mast camera poles, lowering devices, and associated electrical systems. The project requires a contractor with a Class A or applicable Class C license and has a 30 working day completion timeline. Proposals are due on May 1, 2025, and must be submitted electronically via email to stacey.toles@dot.ca.gov, with bids over $461,000 being automatically rejected. Contractors must provide detailed pricing for 12 specific line items covering construction activities, including lead compliance, traffic control, water pollution control, and camera system installation, with estimated project costs around $400,000.
This procurement is exclusively reserved for certified Small Business contractors, with no specific Disadvantaged Business Enterprise (DVBE) contract goal, though DVBE participation is encouraged. Bidders must submit comprehensive documentation including small business certification number, state contractor's license details, federal identification number, and Department of Industrial Relations registration number. The contract requires payment bonds and insurance upon award, and includes provisions for compliance with federal and state regulations such as Buy America provisions and Davis-Bacon wage requirements. Potential bidders currently in default on existing Caltrans contracts may have their proposals deemed non-responsive. The project involves modern surveillance technology infrastructure improvements, with specific requirements for equipment warranties and technical training. Contractors should be prepared to provide comprehensive documentation and meet strict technical specifications for camera system installation in the Sacramento County area.
