About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet, issued Request for Bid (RFB) 758 2300000844 for Satellite Push-To-Talk Radios and Mobiles on July 11, 2023, with a bid closing date of July 27, 2023, at 1:30 PM ET. Written vendor questions were due by July 20, 2023, at 10:00 AM ET, and responses must be submitted electronically through the Kentucky eProcurement system (vss.ky.gov). The procurement seeks 25 units each of ICOM brand satellite push-to-talk equipment with no substitutions permitted, including SAT100M satellite PTT mobile radios, VEPG4 RoIP gateways, battery packs, chargers, docking stations, antennas, speaker microphones, headsets, earphones, and related connection cables and adapters. Bidders must submit all line items as a Group All requirement; failure to bid all items will result in rejection as non-responsive. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes, with actual pricing submitted on the Bid Price Sheet and only $0.01 entered in the electronic unit price field. The contract will be awarded on a Best Value basis utilizing measurable criteria of Price (90 points) and Delivery Time (10 points), with the lowest-price bidder receiving maximum points and subsequent bidders scored proportionally; delivery must be specified in working days, with vague terms subject to rejection. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and a one percent daily deduction from invoices applies for each day delivery exceeds the contracted delivery date.
The initial contract period is one year from the date of award, with optional renewal for four additional one-year periods subject to written approval by all parties and potential renegotiation of terms and conditions. The Commonwealth reserves the right to apply reciprocal preference to Kentucky resident bidders and extends preferences to qualified bidders including Kentucky Correctional Industries (20 percent preference) and designated nonprofit organizations for individuals with severe disabilities (15 percent preference). All bidders must comply with mandatory affidavits certifying non-violation of Kentucky campaign finance laws, and resident bidders must demonstrate authorization to transact business in Kentucky with one year of continuous corporate income tax filings, unemployment insurance payments, and workers' compensation coverage. Vendors must also comply with all applicable Commonwealth IT policies and security standards including NIST 800-53 controls, as well as statutory requirements related to taxes, employment, workers' compensation, and non-discrimination. No incumbent vendor or current contractor information is identified in the solicitation documents. The solicitation does not specify an explicit budget range or award value; however, the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding.
