Satellite Data Purchase Project

The State of California, specifically the California Air Resources Board (CARB), is seeking proposals for the Satellite Data Purchase Project (SDPP). The state is procuring services and satellite-derived data, including methane data and other environmental indicators, from earth-orbiting, small satellite constellations operated by non-government entities. The selected vendor will be responsible for the construction, launch, operation, and maintenance of any necessary satellites, sensors, and hardware to meet the state's requirements. Key objectives include the ability to frequently observe large portions of California to support methane emission mitigation and help the state reach its greenhouse gas reduction targets. The contract term is for an initial period of 4 years, with three 1-year extension options. Proposals will be evaluated based on technical, management, and cost factors to identify the best value solution.

The RFP includes a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, and bidders have the option to claim small business, non-small business subcontractor, and Target Area Contract Preference Act preferences. The current environment involves the use of airborne methane plume mapping, which the state seeks to scale through the use of satellite-based monitoring. Funding is currently available for the project, but the specific award value or budget range is not provided in the materials.
