About this file
This document is a Request for Proposal (RFP) issued by the California Air Resources Board (CARB) and the State of California for the Satellite Data Purchase Project (SDPP). The State is seeking to procure services and satellite data, including methane and other environmental indicator data, from earth-orbiting, small satellite constellations operated by non-government entities. The selected vendor will be responsible for the construction, launch, operation, and maintenance of any satellites and sensors, as well as the development and maintenance of software to receive, process, and deliver the data products to the State. The Contract term is for a base period of 4 years, with three 1-year extension options.
The RFP outlines detailed requirements for the proposed satellite system, including the ability to detect and image individual methane plumes, conduct wall-to-wall sampling over geographic areas, and provide both methane and non-methane data products. Bidders must meet minimum technology readiness levels and provide qualifications and references demonstrating relevant experience. The RFP also addresses administrative, cost, and socioeconomic requirements, such as DVBE participation, small business preference, and the Target Area Contract Preference Act. The State will evaluate proposals based on a combination of technical, management, and cost factors to identify the best value solution.

PART 1 – BIDDER INSTRUCTIONS
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions
October 13, 2023
1. INTRODUCTION
On behalf of the California Air Resource Board , ("CARB") this solicitation is being conducted under the authority of the California Department of Technology (CDT) pursuant to Public Contract Code (PCC) §6611 et seq.
This solicitation also addresses the requirements that Bidders must meet to be eligible for consideration, as well as Bidder responsibilities before and after award.
The following terms are used interchangeably throughout the solicitation documents: "response" and "proposal(s)".
1.1. PURPOSE
The purpose of this Request For Proposal (hereafter referred to as “solicitation”) is to obtain proposals from qualified Bidders to provide the CARB and the State of California (hereafter referred to as “State”) with services and satellite data for the Satellite Data Purchase Project (Hereafter referred to as
"SDPP").
In this project, the State seeks to procure services and methane data and other environmental indicators derived from earth-orbiting satellites, including but not limited to small satellite constellations, designed and operated by non-government entities. This solicitation seeks to identify a vendor who can best meet the State’s goals and requirements with the highest efficacy and lowest cost. A contract will be awarded to the winning Bidder, for services and for the purchase of satellite data, provided on a regular basis throughout the duration of the contract.
Data purchased by the State will include methane data in California, methane data outside of California, and other environmental indicators in California (also referred to as “non-methane data products”). The State recognizes that satellite systems proposed by Bidders will be unique and that each Bidder will have their own pricing model. In addition, the State’s data needs will evolve over the lifetime of this contract.
Therefore, while this solicitation defines a minimum quantity of data that will be purchased, the State seeks to identify the vendor who can best meet the State’s current needs and is adaptable to future needs.
These satellite-based data will support programs for methane emissions reductions in California, raise awareness of methane emissions worldwide, and provide observations of additional environmental indicators of interest. The selected Bidder will be solely responsible for the construction, launch, operation, and maintenance of any satellite(s), sensor(s), and any other hardware described in their submission. In addition, the Bidder will be responsible for developing and maintaining software designed to receive raw data from the satellite(s), to generate derived data products such as methane plume images and other environmental indicators, and to make these data available to purchasers. Throughout
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions the duration of the contract, the State will work with the Bidder to specify the products needed at a specific time and purchase these derived products from the selected Bidder.
The Contract Award, if made, will be to the single Bidder in accordance with the methodology defined in
SECTION 7. EVALUATION.
1.2. BACKGROUND
Methane is an important greenhouse gas (GHG) that is responsible for more than 25 percent of current global warming. According to the Intergovernmental Panel on Climate Change, methane has a global warming potential 25 times greater than carbon dioxide over a 100-year timespan, and 84 times greater than carbon dioxide over a 20-year timespan. Methane’s relatively short lifetime in the atmosphere (about a decade) means that emission reductions will reduce methane concentrations in the atmosphere in the near term, slowing the pace of global temperature rise. In California, methane is estimated to account for about 10% of all GHG emissions after accounting for differences in global warming potentials, and statewide methane emissions are believed to have remained flat over the past decade.
The State’s Short-Lived Climate Pollutant (SLCP) reduction strategy provides a roadmap to meet targets codified in Senate Bill 1383 to reduce total methane emissions by 40% below 2013 levels by 2030.
Specific regulations and programs implement that roadmap.
Recent studies have shown that a significant fraction of methane emissions (both globally and in California) may arise from large, localized sources (i.e., large quantities of methane emitted from a small area). These large, localized sources of methane are present across multiple sectors, and may emit intermittently or persist for long periods of time. Recent research studies supported by the State have demonstrated that novel new technologies that enable rapid detection of large, localized sources of methane can be used to support methane mitigation programs. This class of novel new technologies utilizes remote sensing to survey large areas, identifying these large, localized sources of methane. The technologies are referred to here as methane “plume mappers.” Since 2015, California has demonstrated that these methane plume mappers can be an important tool to identity methane beyond any existing manual monitoring requirements. Studies supported by the State have used remote sensing plume mappers from planes to identify individual plumes of methane in California. This method does not measure total methane from a large area, but it does identify the specific location where highly concentrated emissions are occurring, thus making it possible to send inspectors to enforce methane regulations and field crews as applicable, to fix leaks, and achieve mitigation quickly. Previous airborne surveys indicated that approximately half of the methane sources detected with this technique were fixable. We also know that these types of sources are often intermittent, and frequent measurements are necessary to find them. However, the frequency and areal coverage needed to identify these emissions cannot be accomplished with boots on the ground, or even by airplanes. Satellites are a potential tool to identify these sources, support regulatory compliance, and direct quick action to mitigate leaks.
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions
Commercial satellite companies are in the early stages of developing and deploying satellites equipped with similar methane plume mapping instruments. These satellite systems may enable frequent observation of large portions of California, thus supporting mitigation and helping the State reach its GHG reduction targets.
Many existing methane plume mappers were originally designed to be multi-purpose sensors and have a variety of data acquisition channels. While these sensors can detect large, localized sources of methane, they also retain their original functionality and have a long history of being used to detect other useful environmental indicators (also referred to as ‘non-methane data’ in this solicitation). Such multi-purpose sensors can make observations that assist in managing our natural and working lands.
The additional observational capacity enabled by placing these sensors on satellites will allow for the observations to have broader applications for climate science, hydrology, and environmental monitoring.
Similar data has been used by other state and federal agencies to manage their environment. Specific capabilities of interest to the State include: geology and soils, agriculture, forests and natural vegetation, aquatic systems, urban land use, and snow/glaciers. While these multi-purpose sensors can provide both methane and non-methane data products from the same platform, this solicitation is not limited to multi-purpose sensors only. The State welcomes responses that include specialized satellite methane sensors paired with other satellites that can provide non-methane data.
1.3. TERM OF CONTRACT
The "Effective Date" of the Contract shall be the date it is approved by CDT's Statewide Technology Procurement (STP), and the Contract shall expire on June 30, 2027 (the "Base Term"), unless terminated sooner, or extended at the State's sole option, as set out below.
The State, at its sole discretion, may exercise its option to execute three (3), one-year extensions for services and the purchase of satellite data for the SDPP for a maximum contract term of six (6) years.
Nothing state here will be interpreted to preclude or limit the ability of the State to terminate this Contract for any reason authorized or allowed by law or by any other provision of the Contract.
The State is not obligated to use any or all of these options. The Contract is of no effect unless approved by CDT and no work shall begin before full execution of the Contract.
1.4. CURRENT AND PROPOSED ENVIRONMENT
1.4.1. CURRENT ENVIRONMENT
A novel class of remote sensing instruments, referred to as methane “plume mappers”, have shown great promise for surveying broad areas and identifying large, localized methane emissions emanating from individual sources. The State has supported broad research surveys and research-level mitigation studies using airborne platforms at a limited scale. Commercial satellite companies have
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions begun integrating plume mapping sensors on satellites, including small constellations of small satellites, ushering in a new era of methane remote sensing that is highly relevant for regulatory agencies. This technology is expected to mature rapidly over the next few years. The State has experience using plume mapping data from aircraft. Through these airborne research studies, the State has gained insights into handling such data, and therefore will not require the selected Bidder to set up data systems or generate advanced data analytics for the State. The selected Bidder will only provide the State with satellite methane and environmental indicator data that meet the technical requirements in this solicitation.
1.4.2. PROPOSED ENVIRONMENT
This section is intended to present an overview of the proposed system and as such will not specify any detailed technical requirements. The Bidder requirements and solution requirements supporting this overview are to be included in SECTION 4. PROPOSAL REQUIREMENTS. A more detailed description of the proposed environment and overall project requirements for SDPP is included in the
ATTACHMENT 1: APPENDIX A - STATEMENT OF WORK.
Technical Environment Overview
The proposed solution must utilize satellite(s) to provide the State with measurements of methane and other environmental indicators of interest. For methane, the proposed solution must be capable of detecting and imaging individual plumes of methane, referring to a continuous span of enhanced methane spreading downwind from an individual source. These plume images must be of sufficient quality and resolution to be reasonably attributable to a single origin (such as a point source), thus enabling the State to use these data to support methane mitigation by deploying field crews to the specific location of the detected plume on timescales as short as a few days. Other environmental indicators, also referred to as non-methane products in this solicitation, should be relevant to the study of geology and soils, agriculture, forests and vegetation, water remote sensing, urban land cover/man-made surfaces, and snow and glaciers.
Proposed solutions must be able to scan for potential methane emission sources over an entire polygon provided by the State, rather than hopping from known-site to known-site (i.e., known-facility to known-facility). That is, the State requires that solutions must be able to provide complete wall-to-wall sampling over a polygon area, for example an entire oil field. Wall-to-wall sampling can be spread across multiple satellite overpasses (and therefore multiple days) depending on the size of the polygon and the satellite(s) spatial coverage. Previous airborne research studies have demonstrated that large, localized methane emissions may sometimes originate from unknown/unidentified/non-discrete sources, thus the ability to scan (i.e., wall-to-wall sampling) over a given polygon is required.
The State’s strategy for using these data will change and evolve as this program grows. As a result, State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions proposed solutions must include a flexible tasking solution. That is, the satellite(s) described by Bidders must be able to be tasked to scan new areas of interest (AOIs) as needed. The State will provide the selected Bidder with observation decks, which shall consist of one or more requests for an observation at a single set of geographic coordinates or a polygon representing an area of interest. For each AOI, the State will indicate requested derived products, including methane or other environmental indicators. The State shall also have the option to specify other, more specific acquisition parameters such as sensitivity mode, acceptable solar zenith angle range, satellite angle, and revisit frequency. For new observation decks submitted by the State, Bidders must include a ‘dry run’ option, where a resulting observation plan and schedule is output based on a submitted observation deck configuration, but the observation deck is not actually committed to run. This will allow the State to develop, optimize, and adjust its observation deck for optimal coverage and efficiency while meeting the physical constraints of the proposed satellite(s).
Data products made available to the State will include a Methane “Quick View” product containing a plume image and visible surface image along with metadata containing relevant environmental attributes (Methane Quick View Product). The Methane Quick View Product will be made within seventy-two (72) hours of the observation in order to support rapid mitigation. The State will maintain a plume tracking database and web portal to coordinate and document mitigation actions with facility operators. Within six (6) weeks of the initial observation, the vendor will provide the State with a final methane product corresponding to each initial Methane Quick View Product and in accordance with the requirements found in EXHIBIT A: FUNCTIONAL AND NON-FUNCTIONAL REQUIREMENTS and EXHIBIT B: FUNCTIONAL REQUIREMENTS - NARRATIVE RESPONSES.
In addition to a final methane plume image, metadata file, and file quantifying emission rates, an updated contemporaneous visible image will be provided if necessary. Upon request, the vendor shall provide the State with a raw data archive containing measured radiance data for a specific acquisition along with any relevant ancillary files and methodology documentation support or describing the process taken by the vendor to generate the Final Methane Product (Raw Data Archive). All data contained in the Raw Data Archive must be kept for a minimum of five (5) years. Completed Methane Quick View Product, Methane Final Product, and Raw Data Archives file sets shall be made available in a secure location where they can be directly transferred to cloud storage provisioned and maintained by the State. A mechanism will be made available for the State to check the status (e.g. pending, processing, completed) for any individual AOI submitted as part of an observation deck. For any given set of coordinates provided by the State, a log of all attempted collects shall be made available, regardless of whether a plume was detected. This log shall include the timestamp of the collect and bounding coordinates of the area surveyed.
Methane Mitigation Overview
CARB-supported research partners performed plume mapping flights over select regions of California in 2020 and 2021. From these flights, 213 methane plumes were detected from the oil & gas sector and
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions from landfills. CARB staff identified the owner of infrastructure at each methane plume’s source and shared findings directly with operators via 117 unique “incidence reports.” Operators were asked to identify the exact source of the emissions via on-the-ground surveys (if necessary), repair the source of emissions (if possible), and report their findings to CARB. Operators responded to these incidence reports 97% of the time. In nearly half of the identified cases, this technology directly supported the mitigation of methane emissions.
By placing similarly-capable sensors on satellite platforms, the State can build upon the aerial research projects described above and build out an operational program for supporting methane mitigation.
Satellites will enable more complete spatial coverage and higher re-visit frequency than airborne platforms. However, the class of satellites described in this solicitation will not see all methane emitted, and will only be able to detect large, localized leaks from individual “point” sources. Nevertheless, research in California and elsewhere suggests that the types of leaks that are detectable by methane plume mappers likely make up a large fraction of total methane emissions. Thus, the mitigation blueprint California is developing is not a panacea to address all methane emissions but presents an opportunity to address an important piece of the methane puzzle. Climate change is a global problem, and while actions undertaken in California are critical, global climate change will not be sufficiently addressed unless action is taken elsewhere. A major goal of this project is to raise general awareness of methane emissions globally to spur local action outside of California and for the State to work with other jurisdictions and partners who wish to develop methane mitigation programs to address methane plumes.

2.4. RULES GOVERNING COMPETITION
This solicitation, the evaluation of responses, and the award of any resultant Contract shall be made in conformance with the provisions set forth in Public Contract Code (PCC) 6611 as they relate to the procurement of IT goods and services or telecom by public bodies in the State of California.
2.4.1. IDENTIFICATION AND CLASSIFICATION OF SOLICITATION
REQUIREMENTS
The State has established certain requirements with respect to proposals to be submitted by prospective Contractors. The use of “shall,” “must,” or “will” (except to indicate simple futurity) in the solicitation indicates a requirement or condition which is mandatory.
A deviation of any non-negotiable requirement identified in SECTION 2.6. NEGOTIATIONS, will disqualify a Bidder from further participation in Negotiations and Contract Award.
A deviation of any other requirement must be resolved to the State's satisfaction during evaluation or negotiations, as requested by the State, and corrected in the Bidder's Best and Final Offer (BAFO).
The words “should” or “may” in the solicitation indicate desirable attributes or conditions, but are non-mandatory in nature.
2.4.2. SOLICITATION DOCUMENTS
This solicitation document includes, in addition to an explanation of the State’s requirements which must be met, instructions which prescribe the format and content of proposals to be submitted and the model of the Contract to be executed between the State and the successful Bidder.
If a Bidder discovers any ambiguity, conflict, discrepancy, omission, or other error in this solicitation document, the Bidder shall immediately notify the Procurement Official identified in SECTION 2.2.1.
PROCUREMENT OFFICIAL, of such error in writing and request clarification or modification of the document.
If the solicitation document contains an error known to the Bidder, or an error that reasonably should
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions have been known, the Bidder shall bid at its own risk. If the Bidder fails to notify the State of the error prior to the date fixed for submission of proposals, and is awarded the Contract, the Bidder shall not be entitled to additional compensation or time by reason of the error or its later correction.
2.4.3. EXAMINATION OF THE WORK
The Bidder should carefully examine the entire solicitation document and any addenda thereto, and all related materials and data referenced in the solicitation document or otherwise available to the Bidder, and should become fully aware of the nature and location of the work, the quantities of the work, and the conditions to be encountered in performing the work.
2.4.4. EXCLUSION FOR CONFLICT OF INTEREST
No consultant shall be paid out of State funds for developing recommendations on the acquisition of telecom, information technology (IT) products or services or assisting in the preparation of the project approval lifecycle documents (stages 2, 3, or 4) or feasibility study, while in effect, if that consultant is to be a source of such acquisition or could otherwise directly and/or materially benefit from State adoption of such recommendations or the course of action recommended in the project approval lifecycle documents (stages 2, 3, or 4) or feasibility study. Further, no consultant shall be paid out of State funds for developing recommendations on the disposal of State surplus IT products if that consultant would directly and/or materially benefit from State adoption of such recommendations.
A consultant shall not be eligible to serve as the Prime Contractor or subcontractor pursuant to this solicitation if the Contractor/subcontractor is currently working on the solicitation in an Independent Verification and Validation (IV & V) role.
2.4.5. CONFIDENTIALITY
Bidder material becomes public only after the Notification of Award is released. If material marked “confidential,” “proprietary,” or “trade secret” is requested pursuant to the Public Records Act, the State will make an independent assessment whether it is exempt from disclosure. If the State disagrees with the Bidder, the State will notify the Bidder and give them a reasonable opportunity to justify their position or obtain a court order protecting the material from disclosure.
The Bidder should be aware that marking a document “confidential” or “proprietary” in a Final Proposal may exclude it from consideration for award and will not keep that document from being released after notice of award as part of the public record, unless a court has ordered the State not to release the document.
The content of all working papers and discussions relating to the Bidder’s proposal shall be held in confidence indefinitely, unless the public interest is best served by an item’s disclosure because of its
State of California California Air Resource Board
RFP SDPP-2023, Addendum #2 Part 1 – Bidder Instructions direct pertinence to a decision, agreement or the evaluation of the proposal.
Any disclosure of confidential information by the Bidder is a basis for rejecting the Bidder’s proposal and ruling the Bidder ineligible to further participate. Any disclosure of confidential information by a State employee is a basis for disciplinary action, including dismissal from State employment, as provided by Government Code §19570 et seq. Total confidentiality is paramount; it cannot be over emphasized.
2.4.6. ADDENDA
The State may modify the solicitation at any time prior to submission of Final Proposal by issuing an addendum. Addenda will be numbered consecutively.
If a Bidder determines that an addendum unnecessarily restricts its ability to bid, the Bidder is allowed five (5) business days to submit written questions regarding the addendum according to the instructions contained in SECTION 2.2.2. QUESTIONS REGARDING THE SOLICITATION
DOCUMENT .
2.4.7. COST FOR DEVELOPING PROPOSAL

The draft proposal, if applicable, must also contain the cover letter, including the title of the person who will sign, but need not contain the signature.
2.4.9. IRREVOCABLE OFFER
Bidder’s response to this solicitation shall constitute a firm offer, which shall remain irrevocable for not less than 180 calendar days following the Contract Award date specified in the SECTION 2.3.
KEY ACTION DATES. In the event of a delay in Contract Award, a Bidder may extend the expiration date of its firm offer an additional 30 calendar days by written notice to the State.
This expiration date may be further extended by mutual agreement between the State and the Bidder, in order to accommodate processing time for required approvals and other solicitation-related

2.4.10. FALSE OR MISLEADING STATEMENTS
Proposals that contain false or misleading statements, or provide references that do not support an attribute or condition claimed by the Bidder, may be rejected. If, in the opinion of the State, such information was intended to mislead the State in its evaluation of the proposal, and the attribute, condition, or capability is a requirement of this solicitation document, it will be the basis for rejection of the Bidder’s proposal.
