About this opportunity
The Maryland Department of Transportation State Highway Administration, through its Office of Information Technology, is requesting proposals for SAS software under the COTS 2012 Master Contract (060B2490021), with proposals due February 9, 2026 at 2:00 p.m. EST. This procurement is restricted to Master Contractors currently awarded under COTS 2012 — a gating eligibility filter.
SAS is a statistical analysis engine required to operate the AASHTOWare Project Decision Support System (DSS), which maintains a 20-year historical record of all construction and maintenance project bids advertised by MDOT SHA. The DSS generates bid history files essential for MDOT SHA offices to use the AASHTOWare Estimator application to create catalogs and line-item graphs for bid proposals. Without functioning SAS, this analytical workflow stops.
Bidders must be authorized SAS resellers and must submit current Manufacturer's Suggested Retail Price (MSRP) screenshots, Letters of Authorization from the manufacturer or distributor, and all relevant software licensing agreements and terms and conditions. The proposal may include Installation and Training Services (FA II) and Manufacturer's Software Maintenance (FA III); FA II cannot exceed 49 percent of total proposal value. Multi-year charges must be provided at per-year pricing. Pricing must remain valid for at least 90 days following the proposal due date.
Place of performance is the State Highway Administration in Baltimore, Maryland. The State reserves the right to purchase more or less than specified quantities based on funding availability. One-time pricing items are billed within 30 days of acceptance; annual pricing items are billed annually beginning within 30 days of contract start. Invoicing is directed to Dan Joines at DJoines@mdot.maryland.gov.
Opportunity text
The Office of Information Technology is requesting to purchase SAS software. SAS is a statistical analysis engine required by the AASHTOWare Project Decision Support System (DSS). Without SAS, the DSS analytical process will not function. DSS contains a record of all bids on all construction and maintenance projects advertised by MSOT SHA over the past 20 years. OIT would be unable to generate and distribute the bid history file, which is essential for MDOT SHA offices to use the AASHTOWare Estimator application to create catalogs and line-item graphs or charts for bid proposals.
