About this opportunity
The City of Sarasota, acting as Purchasing Agent for the Sarasota Bay Estuary Program (a Florida special district), is requesting proposals from qualified certified public accounting firms to conduct external audits of financial statements for the fiscal year ending September 30, 2026, followed by audits for each of the two subsequent fiscal years, with two optional one-year renewals, with proposals due August 6, 2026 at 2:30 p.m.
Audits must comply with generally accepted auditing standards in the United States, Government Auditing Standards issued by the Comptroller General, Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and Chapter 10.550 of the Florida Rules of the Auditor General. The Program receives primary federal funding from the Environmental Protection Agency's Clean Water Act Section 320 National Estuary Program Grant (ALN 66.456) and may pursue additional federal grants that could trigger single-audit requirements under 2 CFR Part 200.
Proposers must be authorized to transact business in Florida, possess a minimum of three years of relevant experience, and maintain professional licenses as required by Florida law. Selected vendors must retain all audit documentation for a minimum of three years following report issuance and procure comprehensive insurance coverage including commercial general liability, automobile liability, worker's compensation, and professional liability with a minimum limit of one million dollars, with SBEP named as an additional insured.
The Program operates with six employees and a total payroll of $490,000 in fiscal year 2026, receiving member contributions from the City of Sarasota, City of Bradenton, Sarasota County, Manatee County, the Southwest Florida Water Management District, and the Town of Longboat Key. The incumbent auditor is CS&L CPAs. Evaluation will be conducted by an Auditor Selection Committee established under Section 218.391, Florida Statutes, and firms may be requested to make oral presentations. Questions are due July 28, 2026 at 5:00 p.m. The contract will be executed upon approval by the SBEP Policy Board and issuance of a Notice to Proceed.
