About this file
This document is an organizational chart and staff responsibilities guide for the Sarasota Bay Estuary Program (SBEP), a special district of the State of Florida managed by the City of Sarasota as the purchasing agent. The Program is soliciting proposals from qualified certified public accounting firms to provide external auditing services for the fiscal year ending September 30, 2026, with audits to be conducted for each of the two subsequent fiscal years and two optional one-year renewal periods. The audits will be performed in accordance with generally accepted auditing standards in the United States of America, Government Auditing Standards issued by the Comptroller General, Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and Chapter 10.550 of the Florida Administrative Code. An Auditor Selection Committee established under Section 218.391, Florida Statutes, will evaluate proposals, and selected firms may be required to make oral presentations as part of the evaluation process.
The SBEP staff structure includes the Executive Director (Ryan Gandy, Ph.D.) who oversees program operations, budget management, and EPA compliance; the Operations Manager (Heather Moody) who manages financial planning, grants coordination, accounting, and audit reporting; the Science and Restoration Manager (Nicole Iadevaia) who manages technical and restoration initiatives and contracts; the Public Outreach Manager (Megan Barry) who handles communications and community engagement; and a part-time Administrative Assistant position currently vacant. The Program operates under EPA cooperative agreements and receives funding from local governments and water management districts. No pricing information, set-asides, or specific funding amounts are detailed in this document, and responding firms will not be reimbursed for proposal preparation expenses.
