About this opportunity
Hillsborough County Public Schools (HCPS) is pursuing a sole source procurement for a virtual Spanish language learning program from Sarah's Spanish School, LLC. The procurement is specifically for an elementary-level educational service offering live, interactive classes and pre-recorded content in Spanish, French, and American Sign Language, delivered by state-certified teachers. The program is designed to integrate seamlessly with existing classroom structures, working collaboratively with in-person teachers and parents while providing a customizable curriculum aligned with district instructional goals. Key deliverables include a hybrid educational model featuring proprietary instructional materials, data-driven decision-making tools, and comprehensive support for students and educators. The procurement notice was posted on November 6, 2025, with a response period running through November 14, 2025, and a protest period from November 17-19, 2025. Interested firms must demonstrate capability to meet or exceed the program's requirements by submitting documentation via www.myvendorlink.com. Evaluation will be conducted by the General Manager of Procurement Services, who retains discretion in determining whether to proceed with the single-source procurement.
The procurement appears to have no specific set-aside designations or restrictions on respondent organizations. Sarah's Spanish School, located in Eureka, Missouri, is positioned as the sole source provider, emphasizing unique program attributes such as equitable student access, pedagogical innovations, and advanced technology infrastructure. While no specific award value is explicitly stated, the procurement suggests a comprehensive educational service contract for elementary-level language instruction. The program's technology infrastructure will need to integrate with existing HCPS systems, and the vendor must comply with all applicable school district policies and regulations. The procurement process allows HCPS to potentially negotiate optimal terms with the vendor and will ultimately require School Board approval to waive standard solicitation procedures. The program's implementation appears aimed at providing a flexible, technology-enhanced language learning solution that can be tailored to district-specific educational objectives.
