About this file

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for an elementary virtual Spanish learning program from Sarah's Spanish School, LLC (Procurement ID: 25609-SSD-EST). The program provides live, interactive classes and pre-recorded content in Spanish, French, and American Sign Language delivered by state-certified, experienced teachers working in partnership with HCPS in-person teachers and parents. The hybrid educational model integrates live instruction, interactive discussions, personalized support, and ongoing differentiation customized to the district's specific needs and standards. The Notice of Intent posting period runs from November 6, 2025, at 4:00 PM through November 14, 2025, at 4:00 PM (seven business days), with a protest period from November 17, 2025, at 4:00 PM through November 19, 2025, at 4:00 PM (three business days). Interested firms believing they offer comparable or superior services must submit responses via www.vendorlink.com with clear and convincing documentation of their capability to meet or exceed stated requirements during the seven-business-day posting period.

HCPS asserts the sole source justification based on unique features including the hybrid model combining certified teacher instruction with pre-recorded lessons, comprehensive support beyond standard educational software, collaborative classroom-based learning, fully customizable curriculum aligned with district goals, equitable access guarantees, proven track record with demonstrated improved outcomes in other districts, data-driven analytics and reporting tools, cutting-edge technology infrastructure, and proprietary instructional materials and curriculum content exclusively developed by Sarah's Spanish School. The procurement establishes that no comparable alternative offers the same integrated combination of certified live instruction, elementary-specific curriculum, direct classroom collaboration, adaptive support, and full customization in a single package. The General Manager of Procurement Services retains discretion to determine whether to proceed with the sole source procurement based on responses received. If no competing "like" commodities or services are identified during the posting period, the procurement will be submitted to the School Board for approval to waive standard solicitation procedures and proceed with the single-source award. No specific contract value is stated in the notice.
