Payment and performance bonds are required for contracts exceeding $5,000, with contractors needing to provide a bondability letter during bid submission and submit actual bonds within 10 calendar days of award. The estimated project value is $21,000, to be awarded as a lump sum payment that includes all labor, materials, equipment, taxes, and incidentals. The contract term runs from the Notice to Proceed through December 31, 2016. Contractors must maintain their own security for tools and equipment, handle traffic control needs, and coordinate any necessary road or parking area closures with the state's representative.
