About this opportunity

Oconee County Board of Commissioners in Georgia is requesting qualifications from firms to develop and maintain a model of the County's sanitary sewer system, with statements of qualifications due October 6, 2022 at 2:00 PM and a mandatory pre-proposal meeting on September 20, 2022 at 10:00 AM at the Oconee County Commission Chambers in Watkinsville (attendance is required to qualify).

The scope encompasses a computer model of approximately 90 miles of pipe, 32 lift stations, 2,000 manholes, one wastewater treatment facility treating up to 1.5 MGD (being expanded to 3 MGD), and one land application system with 0.4 MGD capacity. The model must project future flows and capacity needs by user group (residential, commercial, industrial), integrate with the County's GIS systems, model wet-weather flow patterns, and incorporate the remaining 5 percent of survey-grade mapping not yet completed. The County has completed 95 percent of survey-grade mapping. The selected firm must provide software capable of linking to the County's GIS and ongoing guidance and model access for County use, with no software preference stated. At least one member of the modeling team must be a licensed professional engineer in Georgia.

The contract will be awarded on a time and materials, not-to-exceed basis following negotiation with the selected consultant and may be renewed for up to four successive one-year periods contingent upon appropriation of funds. Kimley-Horn & Associates Inc was awarded the contract for $305,000.

Evaluation occurs in two phases: Phase I scores qualifications submitted in the RFQ (50 points maximum); Phase II scores technical approach, references, rate table, and interviews (50 points maximum). Respondents must submit five sealed copies (one unbound original, three copies, one digital) and complete all required forms including bidder information, affidavits, certificates of non-collusion, E-Verify compliance, and drug-free workplace certification. Insurance requirements include workers' compensation at statutory limits, commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, and automobile liability with $1,000,000 combined single limit, all issued by Georgia-licensed companies with minimum AM Best rating of A-. Questions were due September 26, 2022 at 5:00 PM with responses posted September 30.
