About this file

This Addendum 1 document, issued by the Oconee County Board of Commissioners in Georgia on September 26, 2022, provides supplementary information for RFQ #23-09-004 regarding Sanitary Sewer System Modeling and Annual Support. The County seeks qualified firms to develop and maintain a model of its sanitary sewer system, with a mandatory pre-proposal meeting held on September 20, 2022, at the Oconee County Courthouse in Watkinsville, Georgia. Attendance at this meeting was required to qualify as a respondent. The procurement process consists of two phases: Phase I evaluates submitted qualifications, and Phase II evaluates technical approaches, with interviews of shortlisted firms being a strong possibility. The bid submission deadline is October 6, 2022, at 2:00 PM, with the bid opening to follow. Questions must be submitted to procurement officer Jessica Ellis at ocbids@oconee.ga.us by September 26, 2022, at 5:00 PM, with responses posted by September 30, 2022, at 5:00 PM.

The addendum includes pre-bid meeting minutes, a sign-in roster documenting attendees from Carter & Sloope, Kimley-Horn, CDM Smith, and County representatives, and critical project data regarding Oconee County's population and sewer customer growth projections. The County has already completed survey-grade mapping of 95 percent of its sanitary sewer system and requires the awarded firm to complete mapping of the remaining 5 percent while incorporating future growth scenarios and planning. The selected firm must provide software capable of linking to the County's GIS system and modeling flow patterns during wet weather conditions. Annual support services are essential as new developments occur and the model requires ongoing updates. The County has no software preference but requires the selected firm to provide ongoing guidance and access to the model for County use.

Adam Layfield and Laurie Hawks reviewed the project and opened the meeting up to questions:

95% of the sewer system is already mapped (survey grade) both horizontally and vertically.

The remaining 5% is still needed.

Oconee County is growing very quickly. Awarded firm will need to provide future scenarios and planning for different levels of growth.

Firm provided annual support will be key as new developments occur and model will need to be updated.

The County doesn’t have a preference on software used but it will need to be capable of linking to our GIS system.

Flow monitoring will be required to not only establish base flow but also wet weather patterns.

Software must be capable of modeling a system of this size.

The County will need access to model when needed.

We are looking for a firm to work with and guide us through this process.

Phase I will be evaluated based on a firm’s submitted qualifications.

Phase II will be evaluated based on a firm’s submitted technical approach.

Interviews with short listed firms are a strong possibility.
