About this opportunity
The City of Conroe, Texas is requesting competitive sealed proposals for sanitary sewer rehabilitation under the SSOI Program Section 12, with proposals due July 30, 2026 at 1:00 p.m., and a non-mandatory pre-bid conference on July 22, 2026 at 1:00 p.m. via Zoom or in-person at 700 Metcalf Street. Award will be based on best value using a weighted scoring system emphasizing proposed price (40 points) over quality, personnel qualifications, completion time, past performance, financial capability, and safety record (20 points combined).
The scope encompasses approximately 30,000 linear feet of cleaning and CCTV inspection; static and pneumatic pipe burst rehabilitation of approximately 14,400 linear feet of 6- to 8-inch sewer lines; approximately 790 vertical feet of manhole cement lining; removal and replacement of 50 manholes; 120 service reconnections; temporary sewer bypass; point repairs; pavement restoration; and site restoration including 300 linear feet of fence replacement and 3,000 square yards of seeding and sodding. Contractors must possess a minimum of three years of documented pipe bursting experience and have completed at least 50,000 linear feet of similar work. All products must be domestic manufactured goods (made in USA) except specialty equipment, with domestic product certifications required. Construction is limited to Monday–Friday, 8:00 a.m. to 5:00 p.m., with Saturday work requiring advance approval.
The engineering estimated budget is $2 million. The contractor must begin work within fifteen days of the Notice to Proceed and achieve substantial completion within a bidder-specified timeline, with full completion within thirty days thereafter. Prevailing wage rates per Texas Government Code Chapter 2258 apply. Performance and payment bonds equal to 100% of contract price are required; a one-year maintenance bond equal to 5% of construction costs is required upon completion. Bid security of 10% of the bid amount (certified check or bond) must accompany proposals. Liquidated damages of $1,000 per calendar day apply for delays beyond the agreed substantial completion date. The contractor must maintain a project superintendent fluent in English available on-call 24 hours daily. Questions must be submitted in writing through the OpenGov Procurement Portal at least 72 hours before the due date.
