About this file
This is a technical specification document for the City of Conroe's Sanitary Sewer Rehabilitation SSOI Program Section 12 (Project No. 2025-38), issued by the City of Conroe Engineering Department. The project involves the rehabilitation of approximately 15,080 linear feet of 8-inch HDPE DR 19 sanitary sewer lines and 550 linear feet of 12-inch HDPE DR 19 sewer lines, with work to be performed primarily through pipe bursting methods supplemented by open-cut excavation. The scope includes removal and replacement of approximately 10 sanitary sewer manholes, cement lining rehabilitation of approximately 50 existing manholes, CCTV inspection, point repairs, and site restoration. Construction activities are limited to Monday through Friday, 8:00 a.m. to 5:00 p.m., with Saturday work requiring advance approval and Sunday work prohibited except under extenuating circumstances. The project requires contractors to submit performance and payment bonds, certificates of insurance, detailed construction schedules in Microsoft Project format, daily reports, and all shop drawings and product data for City approval prior to construction.
The specifications establish stringent technical requirements for materials and installation methods, including HDPE pipe manufactured from PE4710 materials conforming to ASTM standards, non-metallic composite manhole covers meeting AASHTO specifications, and comprehensive testing and inspection protocols. Contractors must possess a minimum of three years of documented experience in pipe bursting and have completed at least 50,000 feet of similar work. The project is funded under the City's Capital Improvement Program with an estimated engineering budget of $2,000,000. Mobilization costs are capped at 5% of the total construction amount, with partial payments tied to verification of bonds, insurance, equipment mobilization, safety setup, and submittals. All products must be domestic manufactured goods (made in USA) except for specialty equipment, with domestic product certifications required. A one-year maintenance bond equal to 5% of construction costs is required upon project completion, and the contractor must maintain a project superintendent fluent in English available on-call 24 hours daily throughout the contract period.
