About this opportunity
Gwinnett County Department of Water Resources is soliciting bids for a Sanitary Sewer and Force Main Rehabilitation Program on an annual contract basis, with proposals due September 6, 2022. A virtual pre-bid meeting is scheduled for dial-in at 1-480-418-9388 (Access Code 2338 236 9737).
The scope encompasses chemical root control, bypass pumping, pipe rehabilitation using cured-in-place pipe (CIPP) technology, pipe bursting, point repairs, manhole rehabilitation, and miscellaneous site restoration work across multiple pipe diameters and depth categories. The solicitation includes line item pricing with quantities ranging from single units to thousands of linear feet depending on service type. Contractors must comply with traffic control requirements (incidental to all rehabilitation activities and the contractor's responsibility) and Standard Specification and Requirements (SSR) documents issued by GCDWR, which retains final decision authority on repair methods. Undefined work items require pre-approval from GCDWR before payment under contingency provisions.
The contract carries a 12-month initial term with four optional 12-month renewal periods at the discretion of both the County and contractor. Contractors cannot renew for amounts exceeding original bid document specifications. Pricing must remain firm for renewal options; a cost-plus provision not to exceed 10% applies for contingency costs related to additional work and materials.
Two bids were received: Granite Inliner, LLC submitted $5,242,259.67 plus 5% for renewals, and IPR Southeast, LLC submitted $5,185,600.98 plus 5% for renewals. A pre-bid conference was held with ten bidders and representatives in attendance. Addendum 2 (BL092-22 ADD2) addresses 76 bidder questions regarding line item applicability, force main lining procedures, bypass pumping requirements, CCTV responsibilities, and manhole rehabilitation standards.
