About this file

Summary

This document is Addendum #2 to BL092-22, a competitive solicitation issued by Gwinnett County Department of Water Resources for the Provision of Sanitary Sewer and Force Main Rehabilitation Program on an annual contract basis. The contract encompasses a comprehensive range of rehabilitation services including chemical root control, bypass pumping, pipe rehabilitation utilizing cured-in-place pipe (CIPP) technology, pipe bursting, point repairs, manhole rehabilitation, and miscellaneous site restoration work. The solicitation includes extensive line item pricing across multiple pipe diameters, depth categories, and rehabilitation methods, with quantities ranging from single units to thousands of linear feet depending on the service type. A pre-bid conference was held with ten bidders and representatives in attendance; the contract includes a 12-month initial term with four optional 12-month renewal periods at the discretion of both the County and contractor, though contractors cannot renew for amounts exceeding the original bid document specifications.

Two contractors submitted bids for this annual contract: Granite Inliner, LLC (formerly Layne Inliner, LLC) with a total bid of $5,242,259.67 plus a 5% increase for renewal options, and IPR Southeast, LLC with a total bid of $5,185,600.98 plus a 5% increase for renewal options. Both bidders agreed to hold pricing firm for renewal options and included a cost-plus provision not to exceed 10% for contingency costs related to additional work and materials. The Addendum addresses 76 questions from bidders regarding contract specifications, including clarifications on line item applicability, traffic control responsibilities, force main lining procedures, bypass pumping requirements, CCTV responsibilities, and manhole rehabilitation standards. The County emphasized that traffic control is incidental to all rehabilitation activities and the contractor's responsibility, that repair methods are outlined in Standard Specification and Requirements (SSR) documents with final decision authority retained by Gwinnett County Department of Water Resources (GCDWR), and that undefined work items require pre-approval from GCDWR before payment under contingency provisions.

A57. Payment will be based off unit rates for the specific line item.

Q58. Does the Contractor have the right to reject a work order under the annual contract if the Contractor is able to prove that the

WO is above and beyond the scope of work conditions taken into consideration while pricing the bid line items on an annual basis?

A58. All assigned work is expected to be completed by the contractor.

Q59. Under what ideal conditions is bypass incidental to CIPP? If conditions are not ideal and bypass is deemed not incidental to

CIPP – how should the contractor bill for it?

A59. Please Refer to SSR 14- Lining with CIPP, Section 1.8 Measure and Payment, Line F: “No separate payment will be made for wastewater flow control associated with the installation of cured-in-place pipe (CIPP). The work and materials being considered as incidental to and part of CIPP unit prices.”.

Q60. How will specialty cleaning be verified?

A60. If heavy or specialty cleaning is required prior to the installation of CIPP then GCDWR must approve that cleaning before the work begins. This can be verified through CCTV.

BL092-22 PAGE 6

Q61. CIPP lining aerial pipe requires fiberglass material – will there be a specific bid item for CIPP of aerial/above ground pipe?

A61. With pre-approval from GCDWR, undefined work items will be paid under Contingency Cost- Additional Work; Labor and

Materials.

Q62. Additional thickness for CIPP – the contractor will provide PE stamped design calculations prior to lining if additional thickness is required – will this information suffice to bill for additional thickness? If the contractor and county are unable to come to an agreement on liner thickness and the county orders the contractor to line without additional thickness, the contractor will not be able to provide warranty on the installed liner – will this be acceptable?

A62. Please refer to SSR 14- Lining with CIPP, Section 3.4 Testing: “The Contractor shall have an independent testing lab analyze finished liner samples taken from manhole cutoffs, service coupons, etc.”. Furthermore, item number 4 states: “Tests in accordance with ASTM standards for Tensile Properties, Flexural Modulus and wall thickness shall be conducted.”.

Q63. If an unforeseen pipe condition occurs (pipe collapse, hole in pipe etc.) during CIPP installation & while the main is under active bypass, how will the Contractor be reimbursed for the additional time required for the bypass to remain active while the repair is completed and until CIPP lining resumes?

A63. Please refer to SSR 14- Lining with CIPP, Part 3- Execution, Section A Preparation, Line 4: “Experienced personnel trained in locating breaks, obstacles and service connections by closed circuit television shall perform inspection of existing sewer lines.

The interior of the line shall be carefully inspected to determine the location of any conditions that may prevent proper installation of the liner pipe into the lines, and such conditions shall be noted so they can be corrected. A videotape and suitable log shall be kept for later reference by the County as specified in Section SSR 2 - Sanitary Sewer Cleaning.”.

Q64. Is there a minimum dollar amount for a work order release?

A64. No, there is not a minimum dollar amount for a work order.

Q65. Will the County please consider adding mobilization payment items for work releases smaller than $50,000? It is difficult for a Contractor to cover costs with releases smaller than that.

A65. No. additional line items will be added for mobilization. This should be factored in in line-item pricing.

Q66. We understand that CCTV from Gwinnett County’s inspection work order contract is typically used to determine the prioritization of the pipe and repair work orders. If that CCTV footage is older than 1 year from the date the work order is issued for this contract, will the County compensate the Contractor for an updated CCTV as industry standard will dictates a new CCTV file to confirm rehab is still a viable option prior to material ordering or crew mobilization?

A66. No.

Q67. Why are there line items for some items that are also deemed “incidental to lining?” Can you clarify the items that are

“Incidental to lining” by providing a specific process for which the lining price should be all encompassing? This should also include a set of standard conditions the contractor should expect to see and experience in the field through the course of the work.

A67. The items that are incidental to lining that are also listed as bid items are intended to be utilized in other applications not related to CIPP. For example, bypass pumping conducted during a point repair. For additional specifics related to CIPP, please refer to SSR-14 Lining with Cured in Place Pipe.

Q68. Is 24-hour pump watch required when bypass is active, or should we expect to be able to use Cellular notifications if offered with the bypass system? In the case there is a spill using an acceptable call box system (if approved), will the County be liable or the contractor?

A68. Please refer to SSR 10- Wastewater Flow Control.

Q69. Will the County pay for pre-inspection and work order optimization to support effective crew utilization and management of the CIPP process? We would propose a day rate for pre-inspection and troubleshooting to assist the County in determining effective measures of rehabilitation.

A69. No. additional line items will be added for pre-inspection/assessment. All work assigned to the awarded contractor(s) will already have been assessed by an assessment contractor prior to issuing work orders.

Q70. Will the County please confirm this project’s contract terms & conditions? The current bid documents do not detail this for the Contractor.

A70. The terms and conditions of this contract can be found on pages 54-63 of the invitation to bid.

BL092-22 PAGE 7

Q71. Does the County intend to award this contract to multiple bidders?

A71. The County reserves the right to make an award as deemed in its best interest, which may include awarding a bid to a single bidder or multiple bidders; or to award the whole bid, only part of the bid, or none of the bid to single or multiple bidders, based on its sole discretion of its best interest. (Page 58, XI. c.)

Q72. This version of the bid has changed the description for the mulch line item to ‘decorative ground cover’. Will the County please confirm that the seed & fertilize line item must now include straw mulching instead of line item 550?

A72. Line Item 549 will now cover Seed, Fertilizer and Straw as one line item.

Q73. Previous versions of this bid included a line item for “Compaction Backfill to 95%” paid as $/LF. Will the County provide detail as to why that line item has been deleted and where that cost should now be included?

A73. Pavement and backfill should meet or exceed Gwinnett County or Georgia DOT standards.

Q74. Due to the anticipated difficulty and management oversight anticipated for a project of this type, will the County please increase the cost-plus percentage to a not to exceed amount of 15% instead of 10%?

A74. No, the cost-plus percentage will not be increased.

Q75. Would the County consider Quadex Structure Guard an acceptable High-Build Epoxy Coating equal to Mainstay or Raven for this project?

A75. Epoxy must meet or exceed the minimum standards listed in SSR 16 Sanitary Sewer Manhole Rehabilitation. Requests for approval of “or equal” products will only be considered after Notice to Proceed.

Q76. In the specifications under CIPP for Lateral Renewal, Section H and I- Reference Hydrophilic O-Rings which is not an industry standard and generally only used by one manufacture. Will Gwinnett County pre-approve products before the bid opening?

A76. Products must meet or exceed the minimum standards specified in SSR 9 Lateral Lining. Requests for approval of “or equal” products will only be considered after Notice to Proceed.
