About this opportunity
The Maine Department of Defense, Veterans & Emergency Management is requesting quotations for snow plowing and sanding services at the Sanford Armory under RFQ #15A0807*0032, with bids due August 29, 2023, at 4:00 p.m. EST through the State of Maine's Advantage Vendor Self Service system. A pre-bid facility tour was held August 22, 2023.
The scope covers clearing and sanding the main parking area (42,360 square feet) to 6:00 a.m. when precipitation reaches two inches or more, and the gated compound on a will-call basis at four-inch accumulation. The contractor must supply a minimum of one three-quarter-ton or larger plow truck with seven-foot swath capability and one truck-mounted sander; equipment revision documents reference one five-yard front-end loader and two ten-yard or greater dump trucks as additional minimum equipment. Backup equipment and Class B driver's licenses are required. The contractor must respond to communications within one business day, maintain monthly meetings with the facility point of contact (Brandon Cote, 207-430-6389), and complete all spring repairs by May 15, complying with Maine Department of Environmental Protection snow dump regulations.
The contract runs November 1, 2023, through October 31, 2024, with two optional one-year renewal periods extending through October 31, 2026. Pricing is due for the full three-year period in Excel format; an hourly rate for out-of-scope work such as snow hauling is also required. The previous contract awarded $10,000 to D & R Paving Sealing Coating, Inc. Payment is made in six equal monthly installments (November through April) on net 30 basis, with 10 percent withheld pending satisfactory spring repairs completion.
Required documentation includes the Appendix A bid cover page and debarment form, equipment lists with backup equipment, Class B driver's license proof, and Certificates of Liability Insurance with minimum $1,000,000 general liability and $500,000 business auto coverage with snow plowing endorsement. A disaster recovery plan addressing workforce reduction scenarios must accompany the bid. Award will be made on a best-value basis to the lowest qualified bidder; the State reserves the right to terminate with thirty days' notice for documented poor performance.
