About this opportunity

The Oregon Department of Transportation is soliciting proposals under mini-RFP S-73000-00018190 for Construction Administration/Construction Engineering and Inspection services on the Sandlake Road Slide project at Mile Post 10.6 in Tierra Del Mar, with proposals due October 28, 2026 via OregonBuys. ODOT is delivering the project on behalf of Tillamook County as the Local Public Agency. Services are limited to eligible consultants holding existing Price Agreements in the CA/CEI series B39090 to B39097.

The scope covers four categories: project management (status reporting, pre-construction conferences, quality assurance planning, monthly progress estimates, submittal reviews, and contingency support for design modifications, claims, and public records requests); construction and environmental compliance with work zone monitoring and inspection, including endangered species consultation for the Federal-Aid Highway Program, riparian site restoration, and archaeological monitoring as a contingency task; construction surveying, including coordination of contractor survey work and reserved tasks for staking, monument recovery, and survey filing maps; and project close-out, including final inspections, as-constructed plans, and an ODOT hydraulic engineering as-constructed package. Selected proposals must include an approved Consultant Quality Plan, a detailed Breakdown of Costs, and verification of the inspector's current certification with the ODOT Quality Assurance Certification Program.

No DBE goal has been established. DBE requirements previously applicable to federally funded projects are suspended pending implementation of the DBE Final Rule issued September 25, 2026. The project is funded through FHWA Local funds.

Compensation is Time and Materials up to a maximum not-to-exceed amount, paid for completed or acceptable monthly progress on tasks and deliverables. The Work Order Contract is anticipated to start December 15, 2026 and finish July 16, 2029. Questions and clarifications are due three calendar days before the bid opening date.

Evaluation uses five criteria at 20 points each: Philosophy and Approach, Project Samples and References, Proposer's Capabilities, Proposer's Project Management, and Cost Effectiveness, for a maximum of 100 points. Interviews or follow-up questions may add up to 25 points, for a possible total of 125. ODOT conducts first-tier evaluations, and the LPA makes the final consultant selection. Proposal responses are firm offers valid for at least 180 days after bid opening.
