About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on sand for various state parks, with bids due June 11, 2026 at 1:30 p.m. ET under RFB 758 2600000615-1. Kentucky resident bidders and qualified bidders (including Kentucky Correctional Industries, Kentucky Industries for the Blind, and designated nonprofit organizations) receive preference equal to reciprocal preference or 15–20 percent of maximum available points, respectively. All affidavits required under Kentucky Revised Statutes sections 45A.110 and 45A.115 must be notarized and submitted; bidders claiming resident or qualified bidder status must provide supporting documentation or face disqualification.

The scope comprises 635 tons of fine sand or top-dressing sand suitable for beaches and a volleyball court across four Kentucky state parks: 400 tons for Barren River Lake State Resort Park, 100 tons for Green River Lake State Park, 75 tons for Lake Malone State Park, and 60 tons for the volleyball court at General Butler State Resort Park. All pricing must be inclusive of shipping and delivery charges to the respective park locations. Vendors may bid on one or more line items.

Award will be by line item to the vendor offering best value under a methodology allocating 90 points to price and 10 points to delivery time measured in working days. Pricing shall remain firm for the first twelve months; price increases are permitted only after one year upon written justification and approval by the Office of Procurement Services. Vendors must provide evidence of Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate prior to contract award. Written questions are due June 2, 2026 at 10:00 a.m. ET. Bid readings will be available via conference line at 3:30 p.m. ET on the closing date. Contact Keith Srutowski at 502-564-7007 for inquiries. All bid responses must be submitted electronically through the Commonwealth eProcurement system with vendor registration completed at least 24–48 hours prior to submission.
