About this opportunity
The Commonwealth of Kentucky Department of Parks, through the Finance and Administration Cabinet, is issuing Request for Bid (RFB 758 2400000037) to procure sand for beach applications at two state park facilities. The procurement encompasses 920 tons of fine sand or top-dressing sand for Carr Creek State Park located at 2086 Smithboro Road in Sassafras, Kentucky, and 50 tons of similar sand for Buckhorn Lake State Resort Park located at 4441 KY Highway 1833 in Buckhorn, Kentucky. Vendors are responsible for all shipping and delivery charges with pricing quoted F.O.B. Destination Freight Prepaid and Allowed, though they are not responsible for distributing sand across the beach areas once delivered. The solicitation was released on August 1, 2023, with written questions due by August 8, 2023 at 10:00 AM ET and bids closing on August 15, 2023 at 1:30 PM ET. Vendors may bid on one or both commodity line items, with contracts awarded by individual line item. Award will be based on best value using a ranking approach with Price weighted at 90 points and Delivery weighted at 10 points, with lowest-priced bidders receiving maximum points and subsequent bidders scored proportionally based on delivery timeframe stated in working days. All bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must register in the Vendor Self Service (VSS) portal at least 24 to 48 hours prior to submission.
Kentucky resident bidders are eligible to receive reciprocal preference if the nonresident bidder's state extends similar preferences. Additionally, qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities receive preferences of 20 and 15 percent respectively; organizations claiming qualified bidder status must employ individuals with severe disabilities for at least seventy-five percent of direct labor hours and maintain compliance with occupational health and safety laws. Successful bidders must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile/truck liability insurance of $1,000,000 combined single limit, with ACORD certificates naming the Finance and Administration Cabinet as additional insured provided prior to award. All bidders must complete and submit three affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status (if claimed), and qualified bidder status (if claimed), which must be notarized by a Kentucky notary public. Late delivery incurs a one percent per day deduction from invoices for each day delivery falls behind the contracted date, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. No minimum funding amount, specific funding source, or award value is identified in the solicitation, and the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. Interested bidders may contact Commonwealth Buyer Keith Srutowski at keith.srutowski@ky.gov or (502) 564-7007 for additional information.
