About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the KSP Supply Section, issued Request for Bid (RFB) 758 2300000288 for the procurement of Samsung Galaxy S8 tablets and carrying cases for use by Elliott County. The solicitation requires vendors to supply 20 Samsung Galaxy S8 tablets with 11-inch displays, 128GB storage capacity, 6GB RAM, Wi-Fi enablement, and new-in-box condition complete with standard manufacturer charging cables, along with 20 Herize brand carrying cases (or approved equivalents) featuring built-in screen protectors, adjustable straps, 360-degree rotatable kickstands, pencil holders, and full-body protection in black or dark gray coloring. All equipment must be new and current-year model in first-class condition, with instruction and operating manuals provided by the vendor. Delivery must be included in the bid offer and directed to 94 Airport Road, Frankfort, Kentucky 40601, with billing information submitted to KSP Financial Grant Management at 919 Versailles Road, Frankfort, Kentucky 40601. Vendors' written questions were due by November 15, 2022, at 10:00 a.m. Eastern Time, with bids closing on November 22, 2022, at 1:30 p.m. Eastern Time through the Commonwealth eProcurement system. Award will be determined using a best value ranking approach with evaluation criteria weighted at 90 points for price and 10 points for delivery time in working days, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification or face rejection as non-responsive. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis with all shipping costs included and must exclude federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders receive reciprocal preference in the evaluation process, while qualified bidders including Kentucky Correctional Industries and nonprofits furthering certain Kentucky statutes or employing individuals with severe disabilities for at least seventy-five percent of direct labor hours receive preferential scoring adjustments of 20 and 15 percent respectively. All bidders must be registered in the Kentucky Vendor Self Service System prior to submission and must submit bids on a "Group All" basis, requiring pricing for all line items or face rejection as non-responsive. Foreign entities must provide a certificate of authority from the Kentucky Secretary of State, and successful bidders must submit the Required Annual Affidavit, Revenue Form 10A100 Kentucky Tax Registration Application, applicable certificates of authority, and EEO forms if applicable prior to award. The Commonwealth reserves the right to cancel the contract with thirty days' written notice and to reject any bids that do not comply with specifications or exceed available funding. A one percent per day deduction from invoices applies for each day delivery is delayed beyond the contracted due date. No specific budget range or award value is identified in the solicitation documents.
