About this opportunity
The Missouri Department of Corrections issued an Invitation for Bid (IFB) for sample collection supplies on August 19, 2025, with sealed bids due by 2:00 p.m. Central Time on September 16, 2025. The procurement solicits competitive bids for nine line items of specimen collection and transport containers and supplies to be delivered to two locations: the Toxicology Lab in Fulton, Missouri and the Probation & Parole Central Warehouse in Jefferson City, Missouri. The required items include 200 cases of 60 ml polyethylene containers, 50 cases of polypropylene caps, 600 and 75 boxes of red and yellow security tape respectively, 15 cases of zippered 4 ml polyethylene evidence bags, 65 cases of split samples DOT urine collection kits, 15 cases of toilet bluing tablets, 15 cases of absorbent sheets, and 50 cases of temperature monitoring strips. The contract period runs from September 21, 2025 through September 20, 2026, with two optional one-year renewal periods at the department's sole discretion, and vendors must provide pricing for all renewal options. All pricing must be firm and fixed on an FOB Destination, Freight Prepaid and Allowed basis with a desired 14 calendar day delivery timeline following order receipt. Vendors will be evaluated using multiattribute scoring methodology, and alternate product lines are permitted for all nine items. All bids must be submitted electronically through MissouriBUYS and include the signed IFB cover page and applicable compliance exhibits.
Vendors must be registered in MissouriBUYS with "Approved" status in WebProcure/Proactis and "Spend Authorized" status in MOVERS to be eligible for award. The solicitation includes mandatory compliance exhibits including an Anti-Discrimination Against Israel Act Certification and Domestic Products Procurement Act (Buy American) preference documentation. A 10 percent preference is available for products manufactured or produced in the United States, and qualified service-disabled veteran business enterprises may receive three bonus preference points. Payment terms are Net 45, and vendors must indicate whether they will accept payment via the state's purchasing card at no additional cost. Historical annual expenditures for these supplies range from approximately $23,583 to $30,835, providing an estimated budget baseline for this procurement. Interested vendors should direct questions to Morgan Eichholz, Procurement Specialist, at (573) 526-3268 or morgan.eichholz@doc.mo.gov. No pre-bid conference or site tour is scheduled for this solicitation.
