About this opportunity

California Department of Transportation (Caltrans) District 11 is requesting proposals for a comprehensive flood resilience study along the west side of the Salton Sea on Routes 78 and 86 in Imperial and Riverside Counties, with proposals due September 22, 2026 at 2:00 PM. The study serves the Torres Martinez Desert Cahuilla Indians and disadvantaged communities in an area that has experienced nine emergency washout and flooding projects costing approximately $5 million over the past decade, with precipitation events projected to increase 8.2% by 2085.

Caltrans encourages certified Small Business and Microbusiness participation and gives preference to proposers meeting a 25% small business subcontracting goal under Executive Order S-02-06. The project is subject to DBE program participation goals, Title VI nondiscrimination requirements, and California civil rights certifications.

Key deliverables include an Existing Conditions, Opportunities and Constraints Report; hydrograph analysis using HEC-HMS; two-dimensional floodplain modeling (SRH2D) compliant with FEMA and FHWA guidance; tribal engagement planning and stakeholder coordination; climate resilience adaptation strategies; and a final study report. Proposers must demonstrate minimum qualifications: three years of substantive experience with HEC-HMS hydrograph analysis and SRH2D floodplain modeling; experience with FEMA and FHWA hydraulic modeling guidance; climate risk assessment capabilities; tribal engagement experience; and transportation planning expertise, preferably in Caltrans District 11.

The contract value cannot exceed $700,000 on a fixed-rate, firm-price basis with no cost increases permitted. The project term is 27 months, commencing January 26, 2027 and expiring April 3, 2029. Evaluation combines technical proposal (224 points), oral presentation (78 points), and cost proposal (129 points) for 431 total possible points. Oral presentations are estimated for the week of October 12, 2026, with contract award estimated for the week of November 2, 2026. An optional pre-proposal conference is scheduled for August 26, 2026 at 11:00 AM, and written questions are due by September 1, 2026. Addendum 1 was posted August 20, 2026 and must be reviewed alongside the original RFP.

Opportunity text

The study is located along the west side of the Salton Sea on routes 78 and 86 in Imperial County and extends 10 miles into Riverside to address priority issues in the vicinity of Torres Martinez Desert Cahuilla Indians. Study area roadway segments are experiencing an increasing number of recurring washouts and flooding events due to larger/more frequent precipitation events (expected to increase 8.2% by 2085) and may cost the state millions. In the last ten years District 11 has spent nearly $5 million on nine (9) separate washout/flooding Director¿s Orders (DO) emergency projects in the study area, reaffirming the need for a long-term solution to proactively address these climate impacts while ensuring that unnecessary expenditures are limited. This increasing number of events may lead to damaged infrastructure, road closures, delays, and potentially dangerous roadway conditions for the surrounding tribal lands and disadvantaged communities. Additionally, these impacts combined may reduce access to key community amenities in surrounding cities and tribal lands such as employment centers, healthcare, and schools.
