About this opportunity
Salt Lake City Corporation is issuing a Request for Information on a cloud-based public safety timekeeping and scheduling system, with responses due August 12, 2026. This is an information-gathering exercise preceding formal procurement; responses do not constitute offers and cannot form binding contracts.
The system must serve Police, Fire, and Emergency 911 departments and replace the current Telestaff platform. Required functional capabilities include cloud and mobile user interface access, automated shift bidding based on seniority, electronic scheduling for shift lengths from 8 to 48 hours, staff communications via SMS and mobile applications, comprehensive reporting with API export, SAML single sign-on with multi-level access controls, and integration with Workday Human Capital Management for payroll processing (employee IDs and work codes) and with city systems including Accela, ImageTrend Fire and Medical, and Versaterm. Vendors must also demonstrate capacity to manage third-party employment opportunities and shift sign-ups for special events.
Vendor responses are limited to 40 pages and must address system descriptions, detailed integration specifications, security standards and compliance measures, standard implementation timelines and approaches, licensing and support models for both on-premise and cloud deployment, technical support levels and response times, and upfront cost estimates for implementation and licensing. The RFI does not establish contract value, term, set-asides, award dates, funding sources, or an incumbent vendor. Responses submitted to the City are protected under Utah Code Section 63G-2-305 and do not require a separate Claim of Confidentiality.
Opportunity text
The purpose of this Request for Information (RFI) is to: (a) obtain information, comments, or suggestions from potential bidders or offerors before issuing an invitation for bids or request for proposals; (b) determine whether to issue an invitation for bids or a request for proposals; and (c) generate interest in a potential invitation for bids or a request for proposals. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305. As such, vendors do not need to submit a Claim of Confidentiality.
