The contract will commence upon execution of the Purchase Order and continue through completion of the work, with no renewal options included. A mandatory pre-bid walk-through conference is scheduled for March 18, 2026, at 10:00 a.m., with the contracting agency indicating willingness to negotiate the date and time if multiple vendors cannot attend; interested vendors must contact Kaley Helton at 918-456-6139 to schedule attendance or report scheduling conflicts. The state will award the contract using lowest and best criteria, and all bids must remain firm offers for a minimum of 120 days after the due date. Bidders must submit pricing as a firm, fixed price including all travel expenses and delivery costs, with detailed bid packet formatting that includes cover pages, required forms and certifications, response to specifications, financial information, and business references.

Additionally, bidders must verify non-engagement in boycotts of Israeli goods or services, confirm registration status with the Oklahoma Secretary of State, and certify compliance with Oklahoma Administrative Code Title 260 rules regarding central purchasing. Bidders must also disclose any past contract terminations, conflicts of interest, subcontractor arrangements, and maintain comprehensive insurance coverage including commercial general liability of at least $5,000,000 per occurrence. All materials submitted become state property, and the state reserves the right to negotiate with one or more bidders, conduct clarifications and demonstrations, and request best and final offers.
