About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) is seeking bidders for the sale of surplus Spring Chinook salmon carcasses from the Clackamas Fish Hatchery during the 2025 season, spanning May through September. This Invitation to Bid (ITB) requires potential buyers to possess a 2025 Oregon Fish Dealers license or a completed wholesale fish dealers license application with a $502.00 application fee. Bidders must submit two copies of comprehensive documentation, including bid proposal forms (Form A for all businesses and Form B for Oregon small businesses), a contract of sale, residency information, and tax law compliance affidavit. The procurement involves selling surplus salmon carcasses categorized by hatchery, fish sex, and grade, with estimated fish numbers provided, though actual availability is not guaranteed. Key evaluation criteria include submission of required documentation, payment of applicable fees, and compliance with insurance requirements outlined in Exhibit E of the ITB. The bid closing deadline is April 21, 2025, at 3:00 PM, with successful bidders required to provide a 10% bid security deposit and potentially a performance bond for bids exceeding $5,000.

The ITB includes specific provisions prioritizing Oregon small businesses, particularly those located in high unemployment areas, through the use of Form B bidding. Bidders must pay additional regulatory fees, including catch fees at 3.15% of sale value and salmon restoration fees of $0.04 per pound. The procurement process allows ODFW to first allocate salmon for agency needs, tribal entitlements, and existing agreements before offering surplus carcasses for sale. Potential vendors must demonstrate compliance with state fish dealing regulations and obtain the necessary licensing. While specific award values are not explicitly stated, the procurement involves the sale of surplus salmon carcasses, with pricing determined per fish based on specific categorizations. The contract opportunity emphasizes flexibility in fish availability and requires successful bidders to meet stringent regulatory and documentation requirements. Interested parties must carefully review all documentation, including insurance requirements and licensing provisions, to ensure full compliance with the procurement specifications.
