About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is issuing an Invitation to Bid (ITB) for the sale of surplus spring Chinook salmon carcasses from three specific hatcheries: Big Creek, Sandy, and Cole Rivers. This procurement opportunity is set for the 2025 season, with bids due on April 7, 2025, at 3:00 PM. The contract seeks bidders to purchase surplus salmon carcasses between May and September 2025, with awards to be made to the highest responsible bidder for each hatchery. Bidders must submit two copies of bid documents, including a completed Bid Proposal Form, Contract of Sale, and various compliance forms. Key qualifications include obtaining a 2025 Oregon Fish Dealers license or completing a wholesale fish dealers license application with a $502.00 fee. Bidders must also meet specific insurance requirements outlined in Exhibit E of the ITB and provide a 10% bid security deposit. The evaluation will consider pricing per fish, categorized by hatchery, fish sex, and grade, with the department reserving the right to reject any bids.
The ITB provides two distinct bidding options: Bid Proposal Form A, which is open to all businesses, and Bid Proposal Form B, specifically reserved for Oregon small businesses with priority given to businesses in high unemployment areas. Successful bidders with aggregate bids over $5,000 must provide a performance bond. The procurement includes specific set-aside provisions that favor Oregon small businesses, creating opportunities for local economic development. While no incumbent vendors are explicitly mentioned, the procurement is structured to prioritize local economic interests. The department will use the salmon carcasses to meet agency needs and tribal entitlements before considering them surplus for sale. Although a specific award value is not explicitly stated, the pricing will be determined on a per-fish basis, with variations based on hatchery location, fish sex, and grade. The overall contract represents an opportunity for fish dealers to purchase surplus salmon carcasses from state hatcheries, with careful consideration of local business interests and regulatory compliance.
