About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) is seeking bids for the sale of surplus fall Chinook and coho salmon carcasses from multiple hatcheries, including Bonneville, Big Creek, and Klaskanine, in 2024. This Invitation to Bid (ITB) requires potential vendors to possess a 2024 Oregon Fish Dealers license or complete a wholesale fish dealers license application with a $250 application fee. Bidders must submit completed bid forms, license copies, and compliance documentation by July 8, 2024, with the contract to be awarded to the highest responsible and responsive bidder(s) for each hatchery. Mandatory qualifications include meeting specific insurance requirements outlined in Exhibit E of the ITB. The salmon carcasses will be graded and sold on a per-fish basis, categorized by hatchery, fish sex, and grade, with an estimated quantity of surplus fish provided but actual numbers subject to variation. A 10% bid security deposit or performance bond is required from successful bidders, and the state will collect additional fees including a 3.15% catch fee, $0.04 per pound Fisheries Restoration and Enhancement fee, and $0.04 per pound OHRC fee.

The procurement includes special provisions prioritizing Oregon small businesses, which will receive preference for 5% or 100 fish (whichever is greater) at each hatchery, with additional priority given to bidders from areas with high unemployment rates. The contract opportunity spans two jurisdictions: Multnomah County and Canyonville City, providing opportunities for local and regional fish dealers. Payment for salmon carcasses is due by the 20th of the following month, with late fees and interest applicable for delinquent payments. While specific award values are not explicitly stated, the procurement allows for multiple bidders across different hatcheries, suggesting flexibility in contract allocation. The solicitation emphasizes a competitive bidding process that promotes local economic participation while ensuring proper management of surplus salmon carcasses from state hatcheries. Successful bidders must demonstrate compliance with licensing, insurance, and fee payment requirements to be considered for contract award.
