About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) has issued an Invitation to Bid (ITB) for the sale of surplus fall Chinook and Coho salmon carcasses during the 2023 season. This procurement opportunity is specific to Marion County and seeks potential fish dealers interested in purchasing salmon carcasses that may become available at various ODFW hatcheries between August and December 2023. Bidders must possess a valid 2023 Oregon Fish Dealers license or submit a completed wholesale fish dealers license application with a $250.00 application fee. The procurement requires submission of multiple documents, including a completed bid proposal form, contract of sale, residency information, and tax compliance affidavit, with all materials due by August 2, 2023, at 3:00 PM. Awards will be made to the highest responsible and responsive bidder(s) for each hatchery, with successful bidders required to provide a 10% security deposit and, if the total bid exceeds $5,000, a performance bond within 10 calendar days of notification.
The procurement includes specific fee structures, with the state collecting a 3.15% catch fee, a $0.04 per pound Fisheries Restoration and Enhancement fee, and a $0.04 per pound Oregon Hatchery Research Center fee from the invoiced value of sold salmon. Priority will be given to bids from Oregon small businesses operating in areas with high unemployment rates, indicating a preference for local and economically disadvantaged enterprises. While specific award values are not explicitly stated, the bid documents suggest flexibility in the quantity of salmon available, which may differ from estimated quantities. Bidders must also meet comprehensive insurance requirements detailed in Exhibit E of the ITB. The procurement is structured to support local fisheries management and provide opportunities for businesses to purchase surplus salmon carcasses, with potential economic benefits for Oregon's fishing industry and local communities.
