About this opportunity
The New Mexico General Services Department Purchasing Division, on behalf of the New Mexico Department of Transportation (NMDOT), is soliciting sealed bids for a Price Agreement to establish scrap metal and recyclable materials sales services across multiple NMDOT locations throughout the state. The procurement encompasses 88 line items including roll-off bin deliveries in various sizes (8-yard, 12-yard, 20-yard, and 30-yard) to Santa Fe locations and the sale of scrap materials such as aluminum, brass, iron, copper, steel, stainless steel, precious metals, lead acid batteries, electric motors, and insulated wire sourced from six NMDOT district locations and the General Office. Qualified bidders must be licensed, bonded, and registered scrap metal or recycling suppliers with a minimum of two years' experience in the industry and business licenses issued on or before 2023. Bids will be evaluated and awarded to the bidder(s) offering the highest price per U.S. ton of scrap metals, with the State reserving the right to issue multiple awards to ensure availability and timely delivery of services. Sealed bid responses are due by March 16, 2026, at 2:00 p.m., with bid opening to occur immediately thereafter via Microsoft Teams. The agreement term is one year from the award date with options to extend for three additional years on a year-by-year basis by mutual agreement, not to exceed four years total. Suppliers must provide a $5,000 Performance Bond prior to removal of materials, meet with designated department representatives with minimum two weeks' notice before scheduling removals, complete all material removals within thirty days of notification, provide certified scale receipts for each load at no cost, and submit quarterly activity reports documenting all sales.
No federal funds are involved in this solicitation, which allows eligible New Mexico and Native American resident businesses to apply for Preference certification under state set-aside programs. There are no identified incumbent vendors or current contractors listed in the solicitation documents. Suppliers must maintain comprehensive insurance coverage including Workers' Compensation and comply with all New Mexico and federal regulations regarding nondiscrimination, civil rights, and wage requirements. Payment terms are Net 30 F.O.B. Destination unless otherwise specified. The solicitation does not provide a specific award value or budget range; rather, compensation is based on the bidder's pricing per ton of scrap materials offered for removal or delivery. The State reserves the right to reject any or all bids and to segregate certain materials for sale to other state agencies, municipalities, or non-profit organizations at its discretion, which may impact the total volume and value of materials available to the awarded supplier(s).
