About this file
This is an Invitation to Bid (ITB) issued by the New Mexico General Services Department Purchasing Division on behalf of the New Mexico Department of Transportation (NMDOT) for a Price Agreement to establish scrap metal and recyclable materials sales services across NMDOT locations throughout New Mexico. The solicitation seeks qualified recycling and scrap metal suppliers to remove or accept delivery of recyclable materials including aluminum, brass, iron, copper, steel, lead acid batteries, electric motors, insulated wire, stainless steel, precious metals, and other scrap materials from multiple NMDOT district locations and the General Office. Bidders must be licensed, bonded, and registered suppliers with a minimum of two years' experience in the recycling or scrap metal business, with business licenses issued on or before 2023. Bid responses are due by March 16, 2026, at 2:00 p.m., with sealed bid opening to occur immediately thereafter via Microsoft Teams. The agreement term is one year from the award date with options to extend for three additional years on a year-by-year basis by mutual agreement, not to exceed four years total. Suppliers must provide a $5,000 Performance Bond prior to removal of any materials and must meet with designated department representatives with minimum two weeks' notice before scheduling removal dates, with all materials required to be removed within thirty days of notification.
The ITB includes 88 line items for bidding, encompassing roll-off bin deliveries at Santa Fe locations and sales pricing for scrap materials by type and location across six NMDOT districts. Bids will be awarded to the bidder(s) offering the highest price per U.S. ton of scrap metals, with the State reserving the right to issue multiple awards to ensure availability and timely delivery. Suppliers must provide certified scale receipts for each load at no additional cost and submit quarterly activity reports documenting all scrap metal and aluminum sales. Payment terms are Net 30 F.O.B. Destination unless otherwise specified. Suppliers are required to maintain comprehensive insurance including Workers' Compensation and must comply with all New Mexico and federal regulations regarding nondiscrimination, civil rights, and wage requirements. No federal funds are involved in this solicitation, allowing eligible New Mexico/Native American resident businesses to apply for Preference certification. The State reserves the right to reject any or all bids and to segregate certain materials for sale to other state agencies, municipalities, or non-profit organizations at its discretion.
