About this opportunity
The City of Philadelphia is requesting quotes for safety blankets and smocks designated for suicide and isolation prevention as a micro purchase, with quotes due July 13, 2026. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
Sellers must quote all items to be eligible for award. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination thereafter. Quotes remain valid for 60 days from submission and may not be modified after bid opening.
The total quote amount must not exceed $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest thousand dollars. All prices must be quoted FOB Destination Point and exclude federal excise taxes, transportation taxes, and Pennsylvania sales and use tax.
An executed Consent & Authorization form is mandatory; quotes submitted without it will not be considered. Submission of an LGBTQ Applicant Opportunity Data Form is optional and does not affect bid consideration or award eligibility. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence. Sellers must certify non-indebtedness to the City and comply with all applicable federal, state, and local laws, including nondiscrimination requirements and ethics regulations. All quotes must be submitted electronically through the PHLContracts platform at www.PHLContracts.phila.gov. Payment is contingent upon delivery and City approval of products and services, with electronic deposit as the required payment method.
