About this opportunity
The City of Amarillo, Texas, issued Request for Qualifications 309-26 on April 21, 2026, to procure comprehensive engineering services supporting the implementation of quick-build pedestrian safety improvements at five school locations: Hamlet Elementary School, San Jacinto Elementary School, Margaret Wills Elementary School, Olsen Park Elementary School, and David Crockett Middle School. The project, funded through the Safe Streets and Roads for All (SS4A) Demonstration Grant, aims to enhance pedestrian safety by deploying temporary, removable countermeasures designed to reduce vehicle speeds, improve pedestrian visibility, and shorten crossing distances for students who walk or bicycle to school. Deliverables include field assessments, traffic operations analysis, evaluation of pedestrian activity and school access patterns, conceptual engineering layouts, design drawings, traffic control plans, cost estimates, a data collection and evaluation framework, and a final report documenting project outcomes and recommendations for permanent improvements. The selected consultant will coordinate with City staff and Amarillo Independent School District representatives but will not be responsible for construction or installation, which will occur through a later bid opportunity. Evaluation criteria include firm experience and qualifications (25 points), project understanding and technical approach (20 points), project team and key personnel qualifications (20 points), design approach and project management (15 points), local experience and community engagement (5 points), and quality of submittal (15 points), totaling 100 points. Proposals must be submitted by May 14, 2026, at 3:00 PM Central Time via the Euna Procurement platform, with questions due by May 4, 2026; proposals must remain valid for a minimum of 120 days, and contract negotiations may be conducted with qualified respondents potentially including presentations or interviews.
The procurement is open to all qualified respondents with no identified set-asides for disadvantaged enterprises; however, vendors whose principal place of business is located within Amarillo city limits may apply for local preference consideration under Texas Local Government Code Section 271.9051, which allows the City to award contracts valued under $500,000 to local vendors whose bids are within five percent of the lowest bid price if the City determines the local vendor offers the best combination of price and economic development opportunities. Respondents must comply with federal and state certifications including suspension and debarment certification for contracts of $25,000 or more, Form 1295 disclosure, and ethics certifications regarding business with Iran, terrorism organizations, Israel boycotts, and firearms or energy company discrimination. Respondents must provide three governmental agency or regional district references demonstrating relevant experience with similar pedestrian safety projects and must obtain professional liability insurance of $1,000,000 per claim, Commercial General Liability coverage with $1,000,000 per occurrence limits, Automobile Liability coverage with $1,000,000 combined single limits, and Workers' Compensation insurance as required by Texas law, with the City named as additional insured and a waiver of subrogation included. No incumbent vendors are identified in the documentation, and pricing information is not permitted in proposals as this RFQ evaluates qualifications only. The estimated total project cost is $654,000, with crash analysis indicating that 62% of Amarillo's total crashes occurred within half a mile of schools, and three of the five targeted schools located in disadvantaged communities, aligning with Federal Highway Administration equity priorities.
