About this opportunity

Sacramento County is seeking qualified manufacturers to provide and deliver prefabricated modular buildings for its Safe Stay Communities project through Request for Proposal #2023-RFP-0358. The procurement focuses on acquiring modular structures ranging from 64 to 260 square feet for various purposes including bathrooms, showers, laundry rooms, community spaces, dining halls, computer labs, office spaces, and security rooms. Proposers must submit electronic submissions by May 30, 2024, at 5:00 pm through a secure online portal, including a proposal summary, price sheet, product video, PDF product guide, and statement of experience and qualifications. The county will evaluate proposals based on pricing, ability to meet RFP requirements, experience, references, and risk assessment, with an anticipated contract award date of June 6, 2024. Manufacturers must comply with 2022 California Building Code standards, ensure ADA compliance, provide in-wall AC/Heat, rigid walls, and offer options for fire-rated construction and HCD certification. Key objectives include creating not just shelters, but a communal environment for individuals and families experiencing homelessness, with a focus on quality, functionality, and cost-efficiency.

While no specific set-aside designations or restrictions on respondent types are explicitly mentioned, the RFP emphasizes comprehensive qualifications and capabilities for potential manufacturers. The county will separately contract for site preparation, including grading, utility installations, and infrastructure development, which suggests opportunities for complementary contractors. Proposers must provide workmanship warranties of at least one year and use relocatable foundation systems for the modular buildings. Although a specific budget range is not detailed, the solicitation indicates a substantial procurement involving multiple building types and configurations across different functional spaces. Insurance documentation and compliance with county policies, including environmental purchasing guidelines and good neighbor practices, are required. The proposals will remain valid for 90 calendar days after the bid closing date, providing flexibility for potential negotiations and selection processes.
