About this file
This document is a Request for Proposal (RFP) from Sacramento County (2023-RFP-0358) seeking manufacturers to provide prefabricated modular buildings for Safe Stay Communities homeless housing sites. The county is soliciting proposals for a comprehensive range of modular structures, including temporary and ancillary buildings ranging from 64 to 260 square feet, designed for multiple purposes such as sleeping quarters, bathrooms, laundry facilities, community spaces, dining halls, and office areas. The proposed modular buildings must comply with 2022 California Building Code standards, be ADA compliant, include in-wall AC/Heat, have rigid walls, and offer options for fire-rated construction and HCD certification.
The RFP specifies detailed technical requirements for each modular building type, including specific fixtures like ADA-compliant toilets, wall-mounted sinks, metering faucets, and grab bars. The manufacturer will be responsible for delivering and potentially assembling the buildings, with the county handling site preparation including grading, utility connections, and final installation. Workmanship must be warrantied for a minimum of one year, and the buildings must be anchored with permanent yet relocatable foundation systems. The ultimate goal of this procurement is to create not just shelters, but a communal environment for individuals and families experiencing homelessness, with an emphasis on quality, functionality, and cost-efficiency.
