About this opportunity

The State of California, through the State Treasurer's Office, is soliciting proposals for Program Consultant Services to develop a CalAccount Implementation Study under Request for Proposals No. SA000014-25. This procurement is directed by Assembly Bill 102, which amended the Budget Act of 2025, and seeks a qualified contractor to evaluate the feasibility of implementing CalAccounts as a financial inclusion initiative. The Implementation Study will build upon a previous report delivered to the CalAccount Blue Ribbon Commission titled "Banking the Unbanked: CalAccount Market Study and Feasibility Assessment," which determined that a CalAccount Program is feasible but identified significant challenges requiring further investigation and analysis. The primary deliverable is a comprehensive implementation study that addresses recommendations from the prior feasibility assessment and provides detailed guidance on program viability. Interested contractors must submit proposals in compliance with all instructions contained in the attached RFP. The deadline for proposal submission is April 17, 2026, with the RFP having been posted on March 17, 2026, allowing prospective bidders thirty days to prepare and submit their responses.

The RFP documentation does not specify particular set-aside designations for disadvantaged enterprises or restrictions limiting eligible respondents to specific organization types, though interested parties should review the complete RFP for any such provisions. No incumbent vendor or current contractor information is identified in the posted opportunity summary. Similarly, the opportunity summary does not reference existing infrastructure, technology platforms, or systems with which the selected contractor's work must be integrated, though such requirements may be detailed within the full RFP documentation. No specific award value or budget range is disclosed in the posted opportunity information, and prospective bidders should consult the complete RFP package for cost expectations, budget parameters, or any other financial details related to this procurement.
