About this opportunity
The State of Hawaii Department of Transportation Harbors Division is procuring mass grading services for coral flats at Kawaihae Harbor on Hawaii Island through a competitive sealed bid process. The project scope includes clearing and grubbing, excavation and embankment operations, temporary water pollution and erosion control measures, and mobilization/demobilization activities, encompassing approximately 35,000 cubic yards of excavation and embankment work with final grading compacted to a minimum of 95% maximum dry density. Eligible bidders must possess a valid State of Hawaii General Engineering Contractor "A" license at the time of bid opening and maintain the license throughout contract performance; prime contractors are required to personally hold the proper license and cannot rely on subcontractor licensing to meet eligibility requirements. The solicitation was released on May 22, 2026, with proposals due by June 22, 2026, at 2:00 p.m. Hawaii Standard Time; a virtual pre-bid conference is scheduled for June 1, 2026, at 10:00 a.m., with interested bidders required to contact Project Manager Emmanuel Legaspi at least five working days prior, and Request for Information submissions must be submitted by June 8, 2026, at 2:00 p.m. All work must be completed within ninety calendar days from the Notice to Proceed, with liquidated damages assessed at $300 per calendar day for delays. Bidders must submit bid security equal to at least five percent of the base bid and additive alternates in the form of a surety bond, cash, or certified check, and mobilization costs cannot exceed six percent of the sum of all items excluding the mobilization item.
This procurement does not include specific set-asides for disadvantaged enterprises, though a five percent bid adjustment is available for bidders party to apprenticeship agreements registered with the Department of Labor and Industrial Relations. Bidders must comply with Hawaii Revised Statutes Chapter 103D requirements for competitive sealed bids and ensure a minimum of 80 percent of the workforce consists of Hawaii residents; prevailing wage requirements under Chapter 104, HRS apply to all laborers and mechanics, with weekly payroll certifications required. No incumbent vendors or current contractors are identified in the solicitation materials. The estimated construction cost is between $1,000,000 and $1,700,000, with contract start and end dates to be provided by written notice from the Harbors Construction Engineer. The Department reserves the right to reject any or all proposals and to negotiate with the lowest responsible bidder to reduce scope of work if the lowest bid exceeds available funds, though contract time will remain unchanged.

S50214 Grading Coral Flats, Kawaihae Harbor, Hawaii Island The scope of work consists of mass grading of coral flats at Kawaihae Harbor, Hawaii Island, Hawaii. The estimated cost of construction is between $1,000,000 and $1,700,000. To be eligible for award, bidders shall possess a valid State of Hawaii General Engineering Contractor's "A" license at the time of the bid opening and maintain the license during the course of the contract. HRS-§444-9 makes it unlawful for any person to act or advertise as a contractor (general engineering, general building, or specialty) without first obtaining a proper license in accordance with Chapter 444 (Hawaii Contractors Licensing Law.) PRIME CONTRACTORS MUST HOLD THE PROPER LICENSE. A prime contractor cannot "borrow" or rely on a subcontractor's license to meet licensing requirements. Each contracting entity is responsible for being licensed for the scope of work it will perform. If a project's scope calls for a General Engineering Contractor "A" license in Hawaii, the prime contractor on that job must personally hold an "A" General Engineering Contractor license - simply subcontracting portions of the work to licensed subcontractors does not make an unlicensed prime into a licensed general contractor. Chapter 444 does not contain any provision that would allow an unlicensed firm to operate under another company's license; in fact, the law prohibits such arrangements. Contract Start and End Date shown in the HIePRO solicitation are estimates. The exact dates shall be provided by written notice from the Harbors Construction Engineer. See attached Plans and Specifications for more information.
