About this opportunity

The State of Hawaii Department of Transportation, Harbors Division is seeking sealed bids for the refurbishment of comfort stations at Kahului Harbor, Piers 1-2 in Maui County under project S30246. This construction procurement requires comprehensive renovation of two comfort station facilities—one at Pier 1 Makai (Matson) and one at Pier 2 Young Brothers—with deliverables including removal of existing ceramic tile flooring and wainscot, installation of new urethane floor coatings, replacement of window screens for fixed louver windows, replacement of plumbing fixtures and toilet accessories, installation of new toilet partitions and signage, and completion of painting, plumbing, and electrical work. Bidders must possess a valid State of Hawaii General Building B license at the time of bidding and must comply with HRS 103B-3, requiring a minimum of 80 percent of the workforce to consist of Hawaii residents. Electronic bids are due June 12, 2026, at 2:00 p.m. Hawaii Standard Time through the Hawaii eProcurement System (HIePRO). A virtual pre-bid conference is scheduled for May 21, 2026, at 9:00 a.m. HST (attendance encouraged but not mandatory), and Request for Information questions and substitution requests must be submitted by May 26, 2026, at 2:00 p.m. HST. Contract award will be made to the lowest responsive, responsible bidder within 120 days after bid opening.

Bidders party to apprenticeship agreements under HRS 103-55.6 are eligible for a five percent bid adjustment. Bid security equal to at least five percent of the base bid and additive alternates is required and may be provided as legal tender, a surety bond, or approved financial instruments not exceeding $100,000 each. All workers must provide proof of valid TWIC and MARSEC credentials, and the contractor must submit a detailed site-specific Best Management Practices plan and coordinate work schedules with the Harbors Maui District Manager to minimize interference with port operations. All work is subject to compliance with federal Equal Employment Opportunity Regulations, including Executive Order 11246, as well as state and local water quality, pollution control, and environmental regulations. Payment will be made on a lump sum basis for five contract items: Mobilization (not to exceed 6 percent of all items), Installation and Maintenance of BMP measures, Renovation Work, Plumbing Work, and Electrical Work. The estimated construction cost ranges between $500,000 and $700,000.
