About this opportunity
Palm Beach County Water Utilities Department (PBCWUD) is procuring construction services through competitive sealed bidding for two integrated water transmission infrastructure projects: South County Reclaimed Water Transmission Pipeline Phase 2 (Project No. 23-053) and Lyons Road Force Main (Project No. 24-028). The scope of work includes approximately 3 miles of 24-inch reclaimed water main connecting existing phases along Glades Road and SR7 to the Lotus Edge development, and approximately 2 miles of 24-inch force main extending from Yamato Road to L-38 Canal along Lyons Road. Work involves multiple installation methods including open cut, horizontal directional drilling (HDD), and jack and bore techniques, along with appurtenances such as valves, hydrants, and air release valves totaling approximately 23,000 linear feet of pipeline. The successful contractor must achieve Substantial Completion within 540 calendar days from Notice to Proceed and Final Completion within an additional 60 days, with liquidated damages of $2,000 per day through Substantial Completion and $1,000 per day beyond Final Completion. Sealed bids were received by May 6, 2026, at 2:00 PM at the Water Utilities Department Administration Building, 8100 Forest Hill Boulevard, West Palm Beach, Florida, with public bid opening on the same date. A non-mandatory pre-bid conference and site visit were held on April 22, 2026, with questions required by April 26, 2026, at 5:00 PM. Bidding documents were available for free download through the Palm Beach County Vendor Self Service portal beginning April 7, 2026, or available for a non-refundable fee of $150 per set. Evaluation criteria require the lowest responsive, responsible bidder meeting all requirements, with contract board approval tentatively scheduled for August 12, 2026.
A mandatory Small Business Enterprise (SBE) participation requirement of minimum 15 percent is enforced under the Affirmative Procurement Initiative, with all SBE subcontractors required to be certified by PBCWUD's Office of Small Business Development prior to bid submission; waivers may be requested with documented good faith efforts and proof of hardship. Subcontractors performing more than 5 percent of the work must be identified and licensed in Florida or Palm Beach County, and all bidders and subcontractors must register through the Vendor Self Service system. Bid security of not less than 5 percent of the bid price is required in the form of certified check, cashier's check, money order, or bid bond, and the successful bidder must furnish a Public Construction Bond equal to 100 percent of the contract price within 14 calendar days of award notification. The engineer's cost estimate for construction services is $27,800,000, establishing the anticipated award value range. Payment will proceed in accordance with the Local Government Prompt Payment Act with 5 percent retainage withheld on calculated work value, except for stored materials. Contractors must comply with all applicable Federal, State, and local laws including E-Verify requirements, Commercial Non-Discrimination provisions, Criminal History Records Check requirements for critical facility access, and Florida Statute Chapter 553.60-553.64 trench safety standards. The contractor is responsible for obtaining all permits except those being pursued by PBCWUD with the Florida Department of Transportation, Lake Worth Drainage District, and Palm Beach County Land Development, and must secure their own staging area as the County will not provide one.
