All proposers must register through Palm Beach County's Vendor Self Service system, maintain contractual liability insurance, certify non-debarment through sam.gov, demonstrate acceptable financial audits, and implement sliding fee scales based on federal poverty guidelines. The CARE Council prioritizes funding for underserved and co-morbidity populations, with special emphasis on Black/African-American, Latinx/Hispanic, White cisgender men with male-to-male sexual contact exposure, transgender individuals, persons over 50 years old, and those with substance use disorders, mental illness, homelessness, or incarceration history.
Proposers may apply for one service category, all categories, or any combination thereof. Core medical services include early intervention, health insurance premium and cost-sharing assistance, medical case management, mental health services, oral health care, outpatient/ambulatory health services, and substance abuse outpatient care (MAI only). Support services include emergency financial assistance, food bank/home delivered meals, health education/risk reduction (MAI only), medical transportation, non-medical case management, legal services, outreach services (MAI only), and referral services (MAI only). At least 75 percent of allocated funds must support core medical services. RWHAP functions as payer of last resort and cannot fund education or prevention for the general public, clinical research, capital acquisition, renovation, social functions, windfall reserves, or direct cash payments.
For grant year 2027, approximately $6.176 million in Part A funding and $537,601 in MAI funding are available for direct services. The contract term is 12 months beginning March 1, 2027, with two optional 12-month renewal periods through February 28, 2030. Compliance with 2 CFR Part 200, HRSA guidelines, HIPAA, and the Ryan White Treatment Extension Act of 2009 is required. Grant Review Committee meetings occur October 27–November 5, 2026; awards are expected November 20, 2026, with Board approval anticipated February 2, 2027. Applications are submitted electronically at https://pbcc.samis.io/go/nofo/ and must include notarized cover sheets, internal control questionnaires, organizational documentation, detailed budgets, and service-specific implementation plans. The Palm Beach County Cone of Silence ordinance applies from the application deadline forward.
