About this opportunity
The Palm Beach County Board of County Commissioners Community Services Department is soliciting proposals for Ryan White HIV/AIDS Program (RWHAP) and Minority AIDS Initiative (MAI) core medical and support services under a Notice of Funding Opportunity with applications due October 7, 2026, at 12:00 PM ET, and a mandatory pre-proposal conference scheduled for September 16, 2026, at 9:00 AM via WebEx.
Only nonprofit organizations with current 501(c)(3) status, states, local governments, or instrumentalities of state and local governments are eligible; for-profit entities are not eligible. Proposers must register with Palm Beach County's Vendor Self Service system, maintain contractual liability insurance as specified, certify non-debarment through sam.gov, and demonstrate financial accountability through independent audits.
The scope includes core medical services (early intervention services, health insurance premium and cost-sharing assistance, medical case management, mental health services, oral health care, outpatient/ambulatory health services, and substance abuse outpatient care for MAI only) and support services (emergency financial assistance, food bank/home delivered meals, health education/risk reduction, medical transportation, non-medical case management, legal services, outreach services, and referral services). Proposers may apply for one service, all services, or any combination thereof. At least 75 percent of all direct service funds must be expended on core medical services. RWHAP operates as payer of last resort and must supplement, not supplant, other funding. A sliding fee scale based on Federal Poverty Guidelines applies, with clients at or below 100 percent of Federal Poverty Level receiving services at no charge.
For grant year 2027, Palm Beach County has proposed direct services funding of $6,176,102 in Part A funds and $537,601 in MAI funds, with service category allocations approved by the HIV Care Council. The initial project term is 12 months beginning March 1, 2027, with options to renew for two additional 12-month periods through February 28, 2030. Award recommendations are expected November 20, 2026, with Board of County Commissioners approval anticipated February 2, 2027. Questions are due October 5, 2026.
